International Subject Matter Expert/Deputy Task Order Manager

Responsibilities

This opportunity involves serving as both an International Subject Matter Expert and Deputy Task Order Manager on a federal contract (i.e., collaborating to manage facets of the task order and coach/guide of the 8-10 member Noblis team). The International Subject Matter Expert/Deputy Task Order Manager will provide strategic, analytical, and program management support to the International Cooperative Program Office (ICPO) within the Department of Homeland Security (DHS) Science & Technology Directorate (S&T). ICPO enables DHS international engagements that discover innovation, leverage international capabilities, drive solutions, and influence science and technology security advancement world-wise. 

 

The ICPO team develops partnerships with foreign governments and international organizations that enhance scientific and technical knowledge for homeland security purposes.  International cooperative partnership can improve operational effectiveness, enhance affordability, and provide S&T access to broader knowledge-base and partner capabilities to provide impact across DHS mission areas.

 

This position may be responsible for helping the Task Order Manager to oversee all deliverables and staff under the ICPO Task Order, including managing day-to-day interactions with the client, monthly programmatic and financial reporting, providing quality control reviews, and ensuring on-time deliverables. ICPO supports country-level engagements by providing project management, facilitation, and relationship management; engaging across S&T, DHS, and USG partners to understand customer needs, analyzing technology requirements, and partner capabilities; and working across regions to provide engagement recommendations.

 

The successful candidate will be self-motivated, operate well in a matrixed environment, navigate the nuanced relationships intrinsic to foreign partnerships, have experience leading teams and successfully executing competing priorities, and be able to distill and communicate complex concepts to enable nontechnical managers to make informed decisions.

The position may require (limited) international travel (e.g., 10% or less of the time).

 

This position requires staff to be willing and able to work in-person at the DHS S&T client site in Washington, DC and at additional locations in the National Capital Region, as needed in accordance with the requirements of the contract, up to five (5) days per week. By applying for this position, you acknowledge that working onsite is a requirement of this position and you will be readily available to do so, as required, within 90 days of beginning work on this program.

 

Client Delivery Responsibilities  

• Client-facing responsibilities include, but are not limited to:
  • Assisting in the formulation or reformulation of S&T engagement objectives, priorities, goals, and strategies that align with Department, Directorate, Division, executive, and legislative priorities/constraints.
  • Providing strategic perspective or advice on high priority concerns or matters related to U.S. and foreign cooperative RDT&E on homeland security enterprise.
  • Aggregating and assimilating knowledge, data, or both to extract meaningful content for application to a specific need or a variety of mission needs and to support and inform meaningful decisions, analyses, and recommendations.
  • Developing status reports, PowerPoint briefings, and read-ahead materials, as well as organize/coordinate meetings, discussions, and seminars. The candidate is expected to be able to concisely communicate their findings to technical and non-technical audiences as needed.
  • Developing and maintaining S&T international planning documents, to include international arrangements, implementation tracking, and closeout documentation.
  • Working concurrently with multiple customers and priorities with the ability to quickly switch between tasks to respond to quick-turn requests, ensuring outreach and input across the S&T matrix.
  • Facilitating efforts to match the United States entities engaged in homeland security research with international entities engaged in similar research projects so that they may partner in homeland security research activities.
  • Helping to ensure client delivery excellence, through your work as well as leadership of colleagues, across the task order team related to all facets of our Systems Engineering and Technical Assistance (SETA) such as:
    • Project Management (e.g., performing project planning and control, including tracking progress, schedules, and government assigned action items; preparing project plans, briefs, and milestones; status reports; and monitoring progress against milestones).
    • Finance & Budget – preparing and analyzing budget and financial data and preparation of pertinent briefing materials; monitoring funding, obligations, and schedules; developing and advising on acquisition packages; performing annual government planning processes.
    • Communications & Outreach – Developing communication strategies, plans, and outreach; Identifying, drafting, and editing internal and external messaging documents, articles, social media etc.
    • Stakeholder Engagement – performing and monitoring outreach activities for industry, academic, and international partnerships.

Personnel Management Responsibilities include:

• Promoting and enabling professional development and goal achievement through mentoring and coaching.
• Providing ongoing, timely and candid positive and constructive feedback; consistently recognizing accomplishments, key outcomes, and above and beyond performance as well as proactively managing performance issues.
• Providing annual appraisal input and evaluation to reflect regular engagements throughout the year.

Required Qualifications

• Eligibility to obtain SECRET clearance and DHS Suitability
• Advanced Degree in International Relations, Foreign Affairs, Organizational Management, Political Science, Science Policy, or related field AND 8+ years of relevant experience
• One year of experience leading a team or managing people
• Experience executing corporate strategy, leading teams and guiding professional development
• Excellent communication and organization skills
• Proven track record of understanding client needs, developing solutions, and creating a foundation for client satisfaction
• History of successfully managing complex technology projects and project teams to meet and exceed client satisfaction

Desired Qualifications

• Experience manifesting positive energy/encouragement while managing staff and directing work assignments.
• Experience delivering with excellence, in a time-sensitive environment, despite ambiguity.
• Experience providing quality control oversight for deliverables developed by others and providing feedback/upgrades (as required).
• Experience providing direct consultative support to larger sized programs or system development efforts, preferably supporting national security internationally.
• Experience providing consistent and clear communication to program managers and leadership.
• Experience supporting U.S. international programs or experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, NPPD, DNDO/CWMD, USCG, ICE).
• Demonstrated strong technical writing skills, targeting both technical and non-technical audiences.
• Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
• Candidates with a Project Management Professional (PMP) certification preferred.
• Candidates with a Secret (or above clearance and DHS Suitability are strongly preferred.
