Position description

Democracy International (DI) is seeking to hire an International Technical Specialist(s) for its Department of State-funded activity in the Gambia to support the transitional justice process. The goal of this project is to enhance capability and support for transitional justice that reflects the vision of the Government of The Gambia as defined in its Implementation Plan to ensure accountability of crimes, institute reparations, strengthen civil society, and build national capacity and expertise. The period of performance for the project is from October 1, 2023, to September 30, 2025.

 

The International Technical Specialist(s) will assist DI’s lead consultant through the provision of expertise, support, and practical assistance in the design and establishment of a Special Prosecutor’s Office (SPO) and the Special Tribunal (ST) to prosecute Jammeh-era crimes. This will include analyses of comparative international models, gaps in the current and planned structures, and the development of the requisite administrative processes and regulations. This will be a part-time consultant position and conducted primarily remotely, but limited travel to The Gambia may be necessary. This position is open to both Gambia citizens and expatriates. 
 

Essential Job Duties:

  • Assist with the development of an Action Plan for the establishment of a Special Prosecutor’s Office and Special (Internationalized) Tribunal, containing specific steps, milestones, and deadlines for the creation of the SPO and ST. 
  • Research international and domestic models to identify features best suited for the Gambian context which ensure full and independent investigations and prosecutions, and fair and expeditious trials at as low a cost as possible.
  • Assist with the design of the prosecutor bodies, taking into account successful international and domestic practices, the Gambian context and needs, and budgetary constraints.
  • Participate in the drafting of the relevant legislation, taking into account international and domestic good practice, as well as the SPO and Special Tribunal bills’ provisions. 
  • Assist with the identification of key internal policies and procedures to be developed by or for the legislation and eventual bodies, such as case and evidence management, detention regulations, recordkeeping and archiving, communication and outreach strategies, etc. 
     

Secondary Job Duties:

  • Assist with recruitment for openings in the Special Prosecutor’s Office and other key personnel, establishment of a balanced remuneration scheme for staff that facilitates the recruitment of competent and experienced experts while keeping the overall costs as low as possible, and creation of a preliminary staffing table for the SPO.
  • Assist with the preparation of preliminary budgets/funding requirements and fundraising strategies.
  • Provide other such similar or related services as DI or the lead consultant may reasonably request.
     

Qualifications

  • Advanced degree in law, political science, public administration or related field. 
  • At least 7 years of managerial and policymaking experience.
  • Experience in the design, implementation, reform and/or management of international(ized) criminal tribunals. 
  • In-depth knowledge of international criminal law procedures and the functioning of international (ized) criminal tribunals.
  • Professional fluency in English required

Reporting:

  • This position reports to the Program Manager.
