Mission and objectives

WHO provides technical support to Member States to strengthen national health information systems and enable the generation of timely and reliable evidence to assess the health situation and trends, and the health system response. The WHO Country Office in Qatar was opened in March 2022. The WHO Representative in Qatar is Dr Rayana Bou-Haka, appointed on 2 June 2023. Dedicated to the health and well-being of all people and guided by science, WHO leads and champions global efforts to give everyone, everywhere an equal chance to live a healthy life. WHO, in collaboration with the Government and Ministry of Public Health in Qatar, is dedicated to establishing a strong partnership to better improve the health and well-being of all people in Qatar and champion efforts to make Qatar a role model in public health inside the Region and beyond.

International UN Expert Volunteers in Qatar are entitled to: – Monthly Volunteer Living Allowance (VLA) at the amount of USD 2,901.84 – Expertise differential paid monthly at the amount of USD 1,160.736 – Annual and learning leaves; – Entry lump sum USD 4000 – Exit allowance (paid on successful completion of the assignment) $225 for each month served, paid on completion of contract – Free Medical and life insurance; – Family allowance $250 per month for one dependent. $450 per month for two or more dependents – Free access to different learning platforms

Context

The role of a public health specialist is to provide support in coordinating public health activities including technical support, regional mission support, coordination of surveys, contributing to drafting of strategic documentation pertaining to country office public health support plans and developing activities with partners that have gainful impacts on the health system, health of population, health literacy and advocacy across public, private NGO and civil society.

Task description

Under the direct supervision of WHO Representative, the UN Volunteer will undertake the following tasks: • Coordinate technical assistance to MOH focal points in various public health disci-plines. • Contribute to the development of strategic documentation and concept notes for pro-gramme activities, as well as communication products with a public health advocacy objective. • Work with Country Office team in developing initiatives focusing on NCDs, promote working on determinants, best practices to improve health • Contribute to the design of innovative projects and approaches as per MOPH priorities Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Nationality

Candidate must be a national of a country other than the country of assignment.

Requirements

Required experience

15 years of experience in an organization with a scientific/public health mandate. • Experience in program management and implementation of public health programs • Good writing and communication skills, computer skills and use of software

Living conditions and remarks

Qatar is known for its hot, dry climate with some humid days and the frequent summer sandstorm however, the weather is very agreeable in the winter with plenty of outdoor activities. Generally, Qatar enjoys good weather between October and April. The country is known to be a melting pot of cultures with an approximate 70% expatriate population working in the public and private sectors. Generally, Qatar is a safe country. The country is also very walkable with a reliable public transport system. The Qatari Rial is a highly valued currency in the world, the population of citizens and residents enjoy a tax-free income with access to subsidised energy resources and affordable food options. Many religions coexist in Qatar with Islam being the official religion of Qatar, thus modesty in dress code is embraced.
