Duties and Responsibilities
THE ORGANIZATIONAL SETTING This position is situated in Aviation Security and Facilitation (ASF) within the ICAO Air Transport Bureau (ATB). ASF carries out activities under the ICAO Strategic Objective Security and Facilitation and is responsible for the development and maintenance of standards and recommended practices of Annex 17 – Aviation Security and Annex 9 – Facilitation, and associated plans, guidance and training material, for providing advice and assistance to States on their implementation and for managing the ICAO Universal Security Audit Programme – Continuous Monitoring Approach (USAP-CMA) which is aimed at ensuring the effective implementation by States of security related Standards of these Annexes. ASF provides support to ICAO governing bodies: Assembly Executive Committee, Council, Aviation Security Committee, Air Transport Committee, Air Navigation Commission, Ad-Hoc Coordination Committee on Cybersecurity and other internal and external entities and their working groups, including the Aviation Security Panel, the Cybersecurity Panel and the Facilitation Panel. ASF establishes and manages the relations and formal agreements with other UN Agencies and international and regional organizations in the fields of aviation security, border management and security, cybersecurity, counter terrorism and transnational criminality. It participates to the UN Global Counter Terrorism Compact and its working groups, supports the implementation of relevant UN Security Council Resolutions and prepares the ICAO Secretary General reports to the UN Security Council Counter Terrorism Committee. The primary focus of this internship is on developing outreach, increasing ICAO visibility and improving coordination with UN entities, international and regional organizations, in relation to ASF fields of activity. The incumbent reports directly to the Deputy Director, Aviation Security and Facilitation, from whom s/he seeks advice and guidance on complex technical and managerial issues. TERMS OF REFERENCE Under the supervision of the Deputy Director, Aviation Security and Facilitation, and in coordination with the Aviation Security Policy Section, the intern: • Assesses how the First edition of the Global Aviation Security Plan (GASeP) was rolled out and proposes an implementation communications strategy for the Second edition of the GASEP, taking into considerations lessons learned and the outcome of the evaluation of the GASeP by the Office of Internal Oversight (OIO); • Defines key elements to be included in an information and communication platform for States for their understanding and implementation of the Second edition of the GASeP; • Supports ASF in promoting the 50th anniversary of Annex 17, including the development of content for articles; • Supports the preparations of the ICAO Security Week 2024, planned from 9 to 12 December 2024; • Supports the development of documentation and presentations related to ASF’s work; • Provides content for the webpages associated to ICAO’s work on Aviation Security; • Drafts replies to enquiries related to ASF’s work; and • Performs other related duties.
Qualifications/special skills
At the time of application, candidates are required to have completed or be enrolled in an undergraduate degree programme (first-level university degree or higher) in a field of study related to aviation, international relations, security, communication, political science, international law or other related fields. Applicants pursuing studies in countries where higher education is not divided into undergraduate and graduate stages should have completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree.
Languages
Essential requirements: Fluent reading, writing and speaking abilities in English. Desirable requirements: A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
Additional Information
Please note that this is a locally recruited position and restricted to Canadian Citizens, Permanent Residents of Canada, and applicants with Canadian work permit. Interns are not paid. All costs related to travel, insurance, accommodation, remote working and living expenses must be borne by the intern. Interns shall not be eligible to be engaged in any other form of employment within ICAO during the period of internship and shall not be eligible to apply for or be appointed to any post in the Secretariat or be contracted for any other remunerated employment with ICAO for the six months immediately following the end of their internship.

Interns are not financially remunerated by the United Nations. Costs and arrangements for travel, visas, accommodation and living expenses are the responsibility of interns or their sponsoring institutions. Interns who are not citizens or permanent residents of the country where the internship is undertaken, may be required to obtain the appropriate visa and work/employment authorization. Successful candidates should discuss their specific visa requirements before accepting the internship offer.
