Organizational Context and Scope:

Background Information

The IOM Office to the United Nations is tasked with maintaining and strengthening IOM’s relations withthe United Nations, diplomatic missions and non-governmental organizations, including through contributing to improving understanding of migration issues and facilitating international policy dialogues on migration.

The United Nations established a Network on Migration (Network) to ensure effective, timely and coordinated system-wide support to Member States to supporting the implementation, follow-up and review of the Global Compact for Safe, Orderly and Regular Migration (GCM). The Network consists of members of the UN system for whom migration is of relevance to their mandates. It operates with IOM as the Coordinator and secretariat and an Executive Committee (EC) which provides overall guidance and set strategic priorities to support Member States in the implementation, follow up and review of the GCM.

In carrying out its mandate, the Network prioritizes the rights and wellbeing of migrants and their communities of destination, origin, and transit. It places emphasis on those issues where a common UN system approach adds value and from which results and impact can be readily gauged.

A Network secretariat has been established IOM Headquarters in Geneva to support the work of the Network. The secretariat is responsible for servicing the work of the Network and for monitoring effective implementation of the decisions taken by the Network, in support of the Coordinator, and alignment with the Network objectives and working principles. A liaison unit of the secretariat operates in New York coordinating strategic liaison with Member States, stakeholders and partners.

Under the direct supervision of the Senior Liaison and Policy Officer in NY and the overall guidance of the Head of the Network Secretariat in Geneva and the Director of the IOM-UN Liaison Office, the successful candidate will work in cooperation with colleagues in the UN Network on Migration Secretariat in Geneva and New York in support of the follow-up of the International Migration Review Forum (IMRF) and other events related to the Global Compact for Safe, Orderly and Regular Migration (GCM).

Supervision

The successful candidate will work under the overall supervision of the Director of the IOM Office to the UN, the direct supervision of Senior Liaison and Policy Officer, and Associate Liaison and Policy Officer (UN Network on Migration Secretariat in NY Unit) and in cooperation with other colleagues in the Division, at IOM HQ and field Missions.

Responsibilities and Accountabilities

1. Work with the Network secretariat on activities and tasks related to advocacy and the roll-out of the Network workplan.

2. Support the Network secretariat engagement in other UN processes as relevant, in particular the monitoring of key GCM related discussions in the General Assembly, ECOSOC and other bodies.

3. Tasks include support in the organization of consultations with Member States, relevant stakeholders and UN partners, including support on drafting background documents and agendas, maintaining up to date contact lists, supporting with the coordination of substantive inputs and the monitoring of interventions in intergovernmental meetings and consultations.

4. Attend and report on meetings with Member States and relevant stakeholders related to the GCM and the IMRF.

5. Support the development of communication materials, summaries and notes for external dissemination.

6. Undertake all other tasks as may be assigned.

Training Components and Learning Elements

The internship will provide the following training and learning elements:

· Will acquire technical knowledge in the areas of multilateral consultations, migration and development.

· Will acquire skills in event organization, drafting documents for Member States, relevant stakeholders, UN partners and external audiences.

· Will develop liaison skills needed for intra and inter-agency cooperation

Required Qualifications and Experience:

Education:

  • Master’s Degree in Political Science, International Relations, or a related field from an accredited academic institution.

Experience:

  • Academic experience in disciplines related to international relations, political science, anthropology, or sociology
  • Practical experience multi-tasking, prioritizing, and working independently.
  • Practical experience in drafting documents, note-taking, drafting summaries and correspondence.
  • Previous professional experience in the general area of migration and multi-lateralism will be considered an advantage.
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs is an advantage.

Skills:

  • Excellent research and drafting skills to identify main trends in discussions and large meetings.
  • Good command of Excel and other online applications that can facilitate the extraction of information from various sources in a synthetic and concise manner.
  • Strong organizational and planning skills
  • Ability to work to tight deadlines effectively and collaboratively in a team of colleagues of varied cultural and professional backgrounds.

Languages:

  • Fluency in Oral and Written English is required.
  • Working knowledge of French and/or Spanish is an advantage.

Eligibility and Selection:

The Internship Programme aims at attracting talented students and graduates who:

a) have a specific interest in, or whose studies have covered, areas relevant to IOM
programmes and activities;

b) are holding a scholarship for internship placements in international organizations
and/or for whom internship is required to complete their studies; or

c) are sponsored by governmental/non-governmental institutions and/or academia to work in specific areas relevant to both IOM and the sponsor.

d) are either students approaching the end of their studies and preparing a thesis, or have graduated with a university degree and, if selected, must commence the internship within one year of graduation.
