Contract Duration

Interns are required to work full time for a period of preferably six months (dates to be agreed to prior to commencement). Internship placements shall not be extended beyond six months.

The Opportunity

The International Criminal Court (ICC) investigates and, where warranted, tries individual charges with the gravest crimes of concerns to the international community: genocide, war crimes, crimes against humanity and crimes of aggression. The Court is participating in the global fight to end impunity, and through international criminal justice, the Court aims to hold those responsible accountable for their crimes and to help prevent the crimes from happening again. You can contribute to this cause by joining the ICC.

Organisational Context

The Procurement unit (PU) of the Court is part of the Section of General Services (GSS) that is reporting to the Division of Management Services (DMS) under the Registry organ. The PU provides the Court the core procurement functions for administrative and operational support for the Presidency, the Judicial Divisions, the Office of the Prosecutor, the Registry and the Trust Fund for Victims for the Head Quarter Premises in The Hague, the New York office and the situation countries’ Field Offices (e.g. Central African Republic, Côte d’Ivoire, Democratic Republic of the Congo, Georgia, Kenya, Libya, Mali, Sudan [Darfur], Uganda …).. The PU also provides support for the Office of Public Counsel for Victims, the Office of Public Counsel for Defence and the organisation of the Assembly of States Parties.

The procurement team performs all the processing work for issuing the tenders or the sole source negotiation, the interface between the Certifying officers, Registry Legal Office and the Finance for the processing of the procurement with the vendors. It supports the other units in processing the contractual agreement, renewal, termination and claims management. There are approximately EUR25 million procurement per year through 1,500 purchase orders in SAP, 400ish multiyear contracts and 1,200ish vendors. 

Duties and Responsibilities

Under the supervision of the Procurement Coordinator, assist the Procurement Unit with the following tasks

  • Conduct general vendor and market segments research and analysis;
  • Conduct enquiries for cooperation with United Nations and other international organisations.
  • Assist in administration, digitisation and record management of the purchase orders, contracts awards and claim management.
  • Assist with the data entry and preliminary vendor and contract assessment for registration in the Vendor Information Management System and Contract Tracking software;
  • Prepare summaries of important decisions in procurement planning and keep track in the planning tool;
  • Attend meetings when requested and prepare minutes; the aim is to improve the processes for planning and solicitation.
  • Conduct other tasks as needed, including occasional assignments for one of the other units of the Section as appropriate.
  • Provide a final report assessment through a concise word document and excel sheet model that shall enable the Court procurement team to present the internship learning and deliveries.

Essential Qualifications

Education:
All Candidates must have a degree or be in the final stages of their studies at a recognised university. Candidates are expected to have a very good record of academic performance. 

Experience:
Internship placements focus on candidates in the early stages of their professional careers. Practical experience is not an essential prerequisite for selection. Should there be a practical experience that is relevant to the work of the Court, it may be considered an asset. However, such working experience should not exceed 3 (three) years.

Knowledge, Skills and Abilities:

  • Analysis and drafting skills in either of Commercial, Legal or Business Administration,
  • Has acquired a good standard of computer skills including Excel and Word;
  • Possesses strong teamwork skills (listens, consults and communicates proactively)
  • Able to adapt to a multicultural and multilingual working environment
  • Other important qualities are discretion, reliability, intellectual rigor, precision, perseverance, creativity, co-operative spirit and integrity.

Languages:
Proficiency in one of the working languages of the Court, French or English, and working knowledge of the other are required. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is an asset.

Remuneration
Please note that the ICC is not able to provide all participants in the Internship and Visiting Professional Programme with remuneration, nor is it possible to provide reimbursement for expenses incurred during the internship or visiting professional placement.
