Functional Title: Interpreter (Somali)

Salary: IDR 8.590.200/monthly pro rata
Duration: Initial period of 3 months (with possibility of extension subject to funding availability)

Operational Context

Indonesia has not yet acceded to either the 1951 Refugee Convention or its 1967 Protocol, nor to the 1954 or 1961 Statelessness Conventions. In the absence of a comprehensive national legal framework and administrative arrangements, UNHCR undertakes registration, Refugee Status Determination (RSD) and other assistance under its mandate and ensures access to fair and efficient asylum procedures for those arriving in Indonesia and seeking asylum.

As of April 2024, 12,772 refugees and asylum-seekers are registered with UNHCR Indonesia. Total 53 different nationalities are represented among the population under the protection of UNHCR in Indonesia. Majority of them are from Afghanistan, followed by Myanmar, Somalia, Yemen and Iraq. The population is dispersed in various locations throughout the country; most of them reside in urban areas, mainly in Jakarta and surrounding areas, and a significant number are accommodated in IOM-run community housing throughout the country.

Duties and Responsibilities

Subject to availability of funds and approval of the Government of Indonesia, UNHCR is interested to hire qualified interpreter(s) in Farsi language who is fluent in English. Under the direct supervision of the Senior Protection Assistant in the Registration sub-Unit and the overall supervision of Protection Officer and Senior Protection Officer, the incumbent will perform the following duties:

1. Interpret oral conversations, discussions, and interviews from Somali into English, and vice versa;
2. Translate documents and other information from newspaper, written reports, magazines, etc. from Somali into English;
3. Support registration, counselling and other case processing activities as needed;
4. Support protection staff members to perform duties within the Protection unit with provision of interpreting and translation services;
5. Travel on missions to field locations for interpretation, registration and other assistance, as needed;
6. Perform other duties as required.

Please kindly note that the incumbent who is selected will be paid on pro rata basis.

Qualifications/Requirements

Education & Experience: Minimum completion of secondary education with three (3) years’ experience in interpretation/translation of Somali language (for example as a community interpreter); experience working in a multi-cultural environment or international context is an added asset.

Nationality: Citizen of Indonesia; non-citizen with Indonesian permanent residence, or other form of regulated stay in the country.

Languages: Excellent knowledge of English (written and spoken) and fluency in Somali.

Desirable Skills: Good and sound knowledge of Bahasa Indonesia, Arabic or Oromo will be considered as comparative advantage, Interpreting/translation; communication; computers; ability to work effectively in a team; professionalism and understanding of high level of ethical standards as an interpreter in the context of forced displacement.

Standard Job Description

Interpreter Assistant

Organizational Setting and Work Relationships
The Interpreter Assistant normally report to a higher level local or international staff. The incumbent supports the operation with translation and interpretation related activities.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

Duties
– Interprets and/or translates from newspapers, written reports, magazines etc.
– Interprets oral conversations, discussions and interviews especially when attending meetings with high ranking officials, diplomats and others.
– Travels with international staff on their missions to the field for interpretation and other assistance, as needed.
– Arranges meetings, both internal and external, some involving high-ranking officials and takes minutes/notes.
– Meets official personnel at the airport and facilitates immigration and customs formalities.
– Responds to queries relating to the area of responsibility.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.
