The Emerging Threats and Technology (ET&T) Division is comprised of cybersecurity, infrastructure protection, policy, legal, intelligence, and security systems expertise. The Threat Prevention and Resilience (TPR) group sits at the intersection of policy and technology deployment. This group of over 45 staff examines the suite of issues that impact technology deployment and use, such as laws, regulations, policies, economics, trade, and stakeholder challenges. The Legal Frameworks Team within TPR comprises over ten analysts who conduct research and analysis on behalf of U.S. Government sponsors and perform training, engagement, and capacity building with a range of foreign partners. The Legal Frameworks Team seeks an International Compliance Analyst to provide policy and legal analytic support to PNNL’s ongoing work to promote international chemical, biological, radiological, and nuclear (CBRN) materials security and nonproliferation and address emergent technology threats.

Responsibilities:

This position reports directly to the Legal Frameworks Technical Team Lead and Threat Prevention and Resilience Technical Group Leader, with responsibilities as assigned by project/program managers. Other responsibilities will be determined based on candidate skills and available programmatic activities.

The Analyst will be asked to contribute to research and programmatic support to TPR programs and will have the opportunity to contribute to both domestic and international efforts that promote U.S. Government international security and nonproliferation objectives. In particular, the law research and analysis related to: nuclear nonproliferation; CBRN security; climate security; outer space law; and other national security related topics. The Analyst will also support the development and execution of curricula for foreign technical assistance related to CBRN materials security and international nuclear safeguards.

Specific duties include the following:

  • Perform technical activities related to legislative and regulatory analysis as directed by PNNL program/project managers
  • Assist in the development and delivery of training for international partners on legislative and regulatory development for CBRN security and nonproliferation, including on topics such as international nuclear safeguards, strategic trade controls, and counterproliferation finance
  • Support the development and implementation of new technical activities for federal programs, particularly those involving regulatory development cooperation in the areas of CBRN security and nuclear safeguards
  • Carry out assigned project activities, including research and analysis, training delivery, documentation, performance tracking, and reporting
  • Interface with PNNL project team leadership, project management support and contracts staff to implement assigned project activities
  • Up to 25% travel, Domestic and International

Qualifications:

Minimum Qualifications:

  • BS/BA and 7 years of relevant experience -OR-
  • MS/MA, PhD, JD/LLM and 5 years of relevant experience

Preferred Qualifications:

Familiar with international and comparative law, administrative and regulatory law, general constitutional principles of law, and legal research methodology. Some demonstrated interest in issues related to weapons of mass destruction, non-proliferation and security, climate security, space law, arms control, and new and emerging technologies and domains is preferred.

The candidate should be a self-starter with great attention to detail and excellent writing skills. Any of the following areas of prior work, study, or additional skills could be a benefit, though are not required:

  • International relations or political science
  • Foreign technical assistance or capacity building
  • International organizations
  • Technical subject matter, such as chemical or nuclear engineering
  • Policy analysis
  • Development and delivery of training materials for adult audiences
  • Professional fluency in a foreign language

This position will generally qualify for Loan Repayment Assistance Programs available through many U.S. law schools – PNNL will support reasonable efforts to coordinate and confirm eligibility, as needed.
