Investigation Coordinator – National Position

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The main purpose of this position is to be responsible for supporting and conducting internal investigations in the country office in coordination with the regional office Investigation Specialist and HO Anti-Corruption and Investigation Specialist and help mitigate against the need for future investigation. The CO Investigation will conduct and advice on internal investigations into allegations of misconduct, such as fraud, corruption, workplace harassment, SEA, abuse of authority, aid diversion, nepotism, breaches of international sanctions, and other potential violations of NRC’s rules and regulations. The CO Investigator is also responsible for providing expert advice on corruption mitigation, and to actively contribute to NRC’s wider learning on corruption risk reduction. The incumbent will work closely with the Compliance Risk Management Section, the country office Management Group, and a variety of staff across SRO programmes.

Generic responsibilities

  1. Implement NRC’s systems and procedures at country and area level
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  3. Ensure implementing the investigations procedures in accordance with the NRC investigation routines
  4. Prepare investigation plans in coordination with the MERO Investigation Specialist
  5. Conduct internal investigations in accordance with agreed plans and complete investigation reports with clear recommendations
  6. Support, guide and oversee or manage investigations remotely that are being conducted by NRC staff in Country Office
  7. Advise managers and staff on prevention and reduction of fraud, corruption, and dishonest loss
  8. Manage the corruption risk identification and assessment processes
  9. Actively promote Anti-Corruption (AC) best practices by sharing success stories, system gaps and corruption risk patterns.

Specific responsibilities

  1. Assess initial reports of possible misconduct in line with NRC guidelines.
  2. Documentation analysis, interviews of witnesses and suspects and other investigative actions
  3. In consultation with other NRC regional positions, the HO Anti-Corruption and Investigations Specialist, and other relevant Head Office staff, coordinate due process and help promote compliance with NRC policies and processes.
  4. Prepare regular analysis reports for management outlining trends and highlighting specific issues related to investigations and corruption in the country office.
  5. Train, coach, and mentor country office staff with investigations responsibility
  6. Contribute to the development of capacity building programmes, including but not limited to Code of Conduct and Anti-Corruption
  7. Ensure that mechanisms to report, process and respond to complaints on staff behaviour from internal stakeholders (whistleblowing) are in place in the CO and in line with existing NRC requirements.
  8. Develop action plans to implement recommendations made in the internal and external investigations.
  9. Provide support and follow up on the implementation of the action plans.
  10. Ensure corruption risk mapping is updated quarterly
  11. Ensure Reporting Channels are updated and distributed across all sites where NRC operates in the county /area offices.

Generic professional competencies for this position:

  • Bachelor’ degree in relevant university field (compliance and audit, economics, risk management and similar)
  • Experience from working in a similar role in a humanitarian/recovery context
  • Full proficiency in spoken and written English
  • Preferably an audit and/ or investigator qualification
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile

Context related skills, knowledge and experience:

  • Minimum 3 years’ experience working as an auditor/compliance role, preferably including experience in an investigation function and in the NGO sector.
  • Systematic mindset, attention to detail and capability of structuring a large amount of information in an easily accessible way.
  • Strong planning, organizational and interpersonal skills.
  • Excellent analytical, presentation and reporting skills.
  • Ability to work independently on own initiative.
