General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

Working within the GOAL Syria Investigation Department, the main function of the Investigation Officer (IO) is to to ensure that the investigation systems inside Syria (Idlib & North Aleppo) are implemented effectively, tracked, documented in safe drives in Jordan office.

The IO’s workload will be to ensure that GOAL’s investigation cases follow the complete steps and reports summarised promptly, as guided by the IM and IC. Ensure the investigation data are properly managed and documented into the investigation record in close coordination with the team inside Syria as well as the Investigation team based in Jordan/Türkiye.

Lastly the IO will be responsible to provide and manage the Serious and Sensitive categories paying attention to accountability, CHS standards, IHL, humanitarian principles and guaranteeing that all stakeholders interviewed are dealt with in a respectful, dignified manner ensuring confidentiality through all the processes and make sure of high quality archiving system, secured and confidential.

Duties, objectives and competencies

General Process:

  • Ensure all allegations received from the community feedback mechanism (CFM) focal point are logged, segregated, and entered into the investigation record.
  • Lead on the meeting with senior management that needs representing all serious cases.
  • Ensure all decisions and actions points are followed, closed, and reported back to IM and related person for each department required.
  • Ensure all the steps are recorded in the investigation tracker.
  • Manage the investigation information on each investigation, ensure it is logged properly as guided by the IM.
  • Make sure to keep the tracker up to date, adjusted, linked to SCC tracker properly, and keep the coordination with Accountability focal point to shadow both trackers on each other.
  • Attend the disciplinary committee to provide investigation findings when requested by the line manager
  • Review and provide input on standard operating procedures, memorandum, contracts and/or guidelines as needed with support from the IM.
  • Ensure that results generated by field findings/investigation activities are summarized, well recorded and communicated with Investigation Manager to inform programming and address issues on time.
  • Liaise with the Syria investigation team to track all the investigation to provide a clear report on their status.
  • Coordinate with other departments in order to make sure that all cases are applied.
  • Translate Investigation Reports and other details and documents related to investigations from Arabic into English.
  • Guide the investigation officer at the field level, how to write the investigation report, as guided by the investigation Manager and coordinator.
  • Support IM in drafting the plan for allegation upon requests.
  • Ensure the reporting methodology is being adapted in all investigation reports.
  • Support any technical issue faced while drafting / working on the investigation report
  • Flag any missing information identified while translating the report.
  • Convert written materials from one language into another, such as books, web pages, any relevant form of document.
  • Coordinate with HR, Access, and another related department up, up to each case and after coordinating with IM.
  • Any requests from IM and IC up to the work needs.

Capacity Building and Training:

  • Work closely with investigation Manager to raise awareness and build capacity of Programmes team on all areas of investigation handling, response and investigations.
  • Support the investigation Manager to provide capacity building, technical support and training to the investigation team based in Syria
  • Support IM in the following with external parties.

Reporting

  • Track and draft donors’ reports.
  • Tailor investigation reports templates according to the donor requirement, based on specifications provided by Investigation Manager.
  • Ensure proper records and filing of investigation data such as allegation, type of allegation, process, findings, recommendation and management of data and documents.
  • Compile and submit timely reports on a weekly, monthly or quarterly basis to Investigation Manager when requested.
  • Review and provide input on standard operating procedures, memorandum, contracts and/or guidelines as needed with support from the IC and IM.
  • Evaluate investigation process for each year and provide effective feedback and recommendations to the IM.

Requirements (essential)

  • Bachelor’s degree in social, Humanities, Human Rights, law, Business Administration, business administration, English literature, or other relevant fields
  • At least 2 years’ experience in humanitarian field.
  • Some experience in fields sites and understanding the Syrian context.
  • Strong background in the investigation field.
  • Demonstrated ability to engage in Strategic Thinking and good knowledge of the complaints, proceeding and methods of evidence handling.
  • Excellent communication and interpersonal skills.
  • Fluency in Arabic.
  • Fluency in English, strong English written, and oral competency required.
  • Commitment to beneficiary accountability, humanitarian ethics, child protection and gender.
  • Strong experience with writing and establishing reports.
  • Previous experience with donor reporting.
  • Analytical, structured mind and experience in data analysis.
  • Demonstrated experience working with data analysis and presentation tools and programmes (Microsoft Office, CommCare, PowerBI).
  • Highly committed, responsible to his tasks and time management.

Requirements (desired)

  • A higher bachelor’s degree level (such as Master or a specialized technical Degree).
  • Previous experience working in the INGO or humanitarian sector.
  • Familiarity with anti-fraud policies.
  • Certificate with CHS, Data Protection, and IHL.
  • Experience in Monitoring and evaluation, accountability, and/or internal audit and Compliance functions.
