Org. Setting and Reporting

The Associate Project Compliance Officer reports to the Portfolio Manager.

Responsibilities

-Supports and conducts analysis and assessment of risks associated with policy compliance, operational practices, mitigation measures and gaps analysis and makes technical recommendations to support the supervisor in making informed decisions in line with the financial rules, policies, regulations and operational context. -Assists with the development of the implementation monitoring plan; tracks and verifies the expenditure for direct implementation by UNRWA which is in line with the donor’s approval, to ensure resources are used accurately, reflecting UNRWA’s plans and donor’s priorities. -Develops risk registers related to implementation/adherence to the humanitarian principles and protection principles, especially reputational risk for the Agency. -Coordinates with Finance Department and other relevant Departments/Offices, as necessary to ensure that identified risks during projects implementation are tracked and mitigation measures are taken. -Provides first-line support for project control, external and internal audit, evaluation and other reviews pertaining to partnership and direct implementation management; assists in addressing queries, and other findings. -Supports timely project closure in coordination with the supervisor, provides input to the mid- and end-year programme review process on issues related to project control, and maintains professional relationships with all stakeholders. -Provides administrative assistance as needed and reviews administrative submissions, when appropriate, to ensure adherence to related technical instruction and guidelines.

Education

Advanced university degree (Master’s or equivalent) from an accredited educational institution in accounting/finance, audit, quality assurance and/or risk management or a related discipline.

Work Experience

At least three years of relevant experience in risk management, audit, or finance is required. Unless already serving as an international staff member in the UN Common System, two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number, is required. Advanced university degree (Master’s or equivalent) from an accredited educational institution in accounting/finance, audit, quality assurance and/or risk management or a related discipline, is required. Knowledge of United Nations financial rules and procedures, is desirable.

Languages

Excellent command of written and spoken English, is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Type of Contract and duration: One year project funded, with the possibility of further extension subject to availability of funds, need and performance.
