JOB DESCRIPTION

 

1.     Organizational Context

 

a.    Organizational Setting

 

Under the direction of the Director, Internal Oversight Division (IOD) and supervision of the Head, Investigation Section, within IOD, the incumbent will conduct investigations into allegations of misbehavior, misconduct, fraud, corruption, harassment, abuse or other violations of WIPO’s Regulations, Rules and administrative issuances. The work will be done in accordance with the provisions of the Internal Oversight Charter, the Investigation Policy and the Investigation Procedures Manual.

 

b.    Purpose Statement

 

The incumbent will investigate allegations of misbehavior, misconduct, fraud, corruption, harassment, abuse or other violations of WIPO’s Regulations, Rules and administrative issuances.  The work will be done in accordance with the provisions of the Internal Oversight Charter, the Investigation Policy and the Investigation Procedures Manual.

 

c.    Reporting Lines

 

The incumbent works under the direction of the Director, IOD and the supervision of the Head, Investigation Section, in accordance with the provisions of WIPO’s Internal Oversight Charter.

 

 

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties:

 

a.  The incumbent will plan investigations and define investigative scopes, methodologies and tools, under guidance from the Head, Investigation Section.

 

b.  The incumbent will obtain documentary and physical evidence; examine documents and records; conduct interviews with complainants, witnesses and subjects; maintain case records, testimony and evidence; draft investigative reports, ensuring that findings are legally sound and provide a sound basis for decision-making; draft where relevant reports on lessons learned from investigations, providing recommendations to improve internal controls, policies and procedures.

 

c.  The incumbent will liaise with the Office of the Legal Counsel and the Human Resources Management Department on issues raised by investigation cases and reports; cooperate as appropriate with the WIPO Ombudsperson and Ethics Office; contact staff members at all levels of the organization; cooperate with internal and external oversight entities and law enforcement authorities where necessary.

 

d.  The incumbent will contribute to the operation of communication facilities and systems that enable parties to report directly to IOD instances of alleged corruption, fraud, waste, mismanagement or abuse, and ensure the effectiveness, security and confidentiality of such facilities and systems.

 

j.   Perform other related duties as required.

 

 

3.     Requirements

 

Education (Essential)

First-level university degree in law, management, auditing or a related area.

 

Education (Desirable)

Professional certifications such as Certified Fraud Examiner (CFE), Certification in Risk Management Assurance (CRMA) and/or Certified Internal Auditor (CIA).

 

Experience (Essential)

At least six years of relevant professional experience, of which at least three should be in investigations or a related field in an international or national setting.

 

Experience (Desirable)

Experience in an international organization.

 

Language (Essential)

Excellent knowledge of English (written and spoken).

 

Language (Desirable)

Good working knowledge of French.

Job Related Competencies (Desirable)

Knowledge of public international law, administrative law, criminal law, the law and procedures of international organizations, the international civil service law, and/or the jurisprudence of the ILO Administrative Tribunal or other international administrative jurisdictions.

 

Good computer skills, including the use of word processing, spreadsheets and databases.

 

Ability to use data analysis software and techniques.

 

Knowledge of information technology forensics tools and techniques.

5.      Information

 

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the March 2024 rate of 91.3%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
