ETHICS AND INTERNAL JUSTICE SERVICES VPU
The World Bank’s Ethics and Internal Justice Services Vice Presidency Unit (EIJ VPU) brings together, under a single umbrella, the WBG’s approach to values, ethics and the resolution of workplace conflict.  The EIJ VPU’s vision is to foster a values-based workplace culture and help staff uphold the WBG’s ethical standards.  EIJ provides an integrated, empathetic and efficient approach to resolving workplace conflict, allowing staff to focus with urgency on the WBG’s mission.  EIJ’s work covers each of the five WBG institutions.
The Vice Presidency has recently been organized into the following four units:
1. Ethics Advice and Early Interventions, which consists of:
Advisory, Training & Values (ATV) – responsible for the Core Values and the Code of Ethics and associated rules; manages all training and outreach on behalf of the VPU; provides advice and guidance on the Code, with specific focus on conflicts of interest; and manages the Bank’s Declarations of Interest program;
• The Anti-Harassment Coordinator (AHC) – addresses reports of harassment, and sexual harassment, exploitation and abuse; provides guidance to management on preventing and addressing such behaviors; and
• The Race Equity Office (REO) – acts as the focal point for the World Bank for addressing reports of workplace racism and racial discrimination, at both the individual and systemic levels.
2. Mediation and Formal Reviews, which consists of:
Mediation Services (MEF) – offers a confidential conflict resolution process for staff to resolve workplace issues with the assistance of a neutral third-party.  MEF also provides team building and team facilitation services;
Peer Review Services (PRS) – provides an independent review by a panel of peers of managerial decisions, actions or inactions (not related to performance management) affecting a staff member;
Performance Management Review (PMR) – provides an independent appellate review of performance management-related decisions; and
Business Integrity Reviews (BIR) – conducts independent fact-finding investigations of allegations of staff misconduct.
3. Ombuds unit, which consists of:
Ombuds Services (OMB) – offers staff a confidential off the record, impartial and informal venue to discuss any workplace issues, and alerts management to systemic trends.
Respectful Workplace Advisors (RWA) – comprised of staff selected by their peers, RWAs act as a confidential sounding board for staff and a source of information about EIJ services.
4. The EIJ Front Office which consists of:
Core Services – provides cohesive administrative support across the VPU; and
EIJ Navigator – a centralized intake service to assist staff with their concerns by pairing them with the appropriate channel within the EIJ VPU to resolve their concerns efficiently and expediently.
Investigator
The Investigator position reports directly to the Manager, BIR. The incumbent will have overall responsibility for handling the quality, timeliness, and completeness of administrative and support functions, with the highest level of professionalism, diplomacy, and discretion.
DUTIES AND RESPONSIBILITIES
Under the supervision and overall guidance of the BIR Manager, the Investigator will carry out the following duties and accountabilities:
• Plan, organize, conduct and manage investigations of alleged misconduct (e.g. harassment, sexual harassment, conflicts of interest, retaliation, etc.) that are of the highest quality.
• Establish the factual basis of allegations of staff misconduct and consider possible instances of non-compliance with the WBG’s legal framework using the appropriate investigative tools including conducting interviews, obtaining documentary and other evidence, and examining and analyzing documents.
• Prepare detailed and concise investigation reports to be submitted to the Vice President of People and Culture, and other communications.
• Maintain case files electronically and in hard copy; keep track of case status; and ensure record keeping of all produced and received documents is timely and properly maintained.
• Participate in the sharing of best practices, trends, knowledge and lessons learned across units and with clients and partners, articulating ideas verbally and in writing in a clear and compelling way across audiences of varied levels.
• Contribute to the continuous improvement of the WBG’s investigation process, rules and protocols to ensure they remain up-to-date and on par with best practices.
• Participate in special initiatives/projects and undertake other ad hoc assignments.
• Provide and facilitate training to WBG staff on ethics-related issues.

 

Selection Criteria

 

• Master’s degree or equivalent in law, criminology/criminal justice, or another relevant field. Professional training / investigator certification is highly desirable.

• A minimum of five (5) years of substantial professional experience in workplace investigations, corporate compliance, law, or a related field, which includes experience in addressing, investigating and/or resolving allegations of sexual harassment.  Knowledge about investigatory best practices in more than one relevant international public organization is desirable.

• Comprehensive knowledge, skills, and abilities regarding administrative investigation strategies, methodologies, and techniques.

• Excellent interpersonal skills, including the ability to work effectively in a team and/or task force as a participant or leader and with senior officials internally and collaboratively across departments.

• Excellent communications and presentations skills both oral and written; proven ability to clearly and concisely prepare, draft, present and discuss findings and recommendations at senior levels and to produce complex and compelling written reports.

• Excellent interviewing skills, including the ability to use active listening skills, focus interviews and to elicit critical information in a gentle and respectful manner from individuals feeling distressed.

• Ability to plan work and manage conflicting priorities within tight deadlines.

• Fluency in oral and written English; proficiency in one of the following languages is desirable: Spanish, Russian, French, Arabic, Indonesian, Chinese or Portuguese.

Investigative Competencies:

• Investigative Support. Ensures that all reliable and relevant information and evidence is obtained, reviewed, and analyzed in coordinating the investigation.

• Investigative Work-Product Management. Prepares, manages and delivers highest quality case and related investigative work products in a thorough and timely manner and meets appropriate deadlines.

• Investigative Knowledge. In-depth skill in developing and managing investigative strategies to include tasking of data collection and managing investigative planning alone or on a team.

• Investigative Prowess. In depth understanding of investigative framework and process to be followed and make recommendations when to continue or conclude the investigative process.
