Your Role
As an Investment Specialist, you will support the origination, development, due diligence, approval and implementation of private sector corporate and project finance loans and equity investments, which can include developmental and commercially sustainable projects in sectors such as energy (power generation, transmission and distribution, storage and utilities), upstream, mid-stream and down-stream critical minerals supply chain development water and waste (water supply, distribution, wastewater treatment, solid waste management), transport (electric mobility, and transport services), telecommunications, manufacturing and decarbonization of industry in the PSIF2 regions, with specific focus on the Greater Mekong Subregion (GMS) region. The Investment Specialist will contribute to the development of country partnership strategy, and monitor the development impact of the portfolio and ensure key issues are considered and proper risk management is applied.
You will:
Project Development and Processing
- Support in the origination of a pipeline of private sector infrastructure finance projects and screens investment opportunities in East Asia, Southeast Asia, and the Pacific (with specific focus on GMS region) through client outreach, marketing, and deal screening.
- Undertake and manage the necessary due diligence, financial modeling, risk analysis and mitigation in the structuring of loans, equity investments, technical assistance, co-financing or other forms of ADB assistance.
- Lead the internal approval process including interface with credit, safeguards, integrity, legal and other teams as well as management and the Board.
- With the support of internal and external counsel, ensure that appropriate legal documentation is successfully concluded for all deals in line with approvals and that financial close (i.e., first disbursement) is achieved in a timely fashion.
- Lead and undertake the implementation and the hand-over of administration of private sector infrastructure programs and projects, ensuring compliance with required guidelines, policies and procedures as well as agreed covenants and reporting requirements up to financing effectiveness.
External Liaison
- Facilitate or lead active relationships with commercial lenders and other financial partners in the region and beyond as well as with developers, investors and governments.
- Assess and structure transactions to maximize the potential for commercial co-financing and catalyzing of additional sources of capital.
- Participate in and contribute substantially to relevant learning events and other activities for advocacy, dissemination, and knowledge building.
- Maintain and share knowledge of emerging best practices across a range of key themes and sectors with an emphasis on energy transition.
Country Partnership Strategy and Project Evaluation
- Provide strategic inputs and comments on country partnership strategy and other papers related to private sector operations and development across a range of key themes and sectors
- Draft, review, and provide comments on projects, policy, and other papers related to private sector development and operations issues in various themes and sectors.
- Participate in-country teams for planning and programming purposes, particularly with respect to private sector development and operations and sector priorities.
Staff Supervision
- Provide leadership and support to reporting staff
- Supervise the performance of reporting staff, provides clear direction and regular monitoring and feedback on performance
- Ensure the on-going learning and development of reporting staff
Qualifications
You will need:
- Master’s Degree, or equivalent, in business administration, finance, or related fields; or University degree and at least 5 years specialized experience relevant to the position can be considered
- At least 8 years work experience preferably in private sector finance, including hands-on experience in processing investments for infrastructure projects, analyzing credit risks, structuring transactions, syndicating financing and other related commercial banking activities, including international experience working in several countries;
- Experience working in at least one of the following sectors: power, environmental infrastructure, water and wastewater, and transport.
- Excellent oral and written communication skills in English.
- International experience working in development in several countries, preferably in East Asia.
