Organizational Setting and Reporting Relationship
The position of Investment Specialist is assigned to the Infrastructure Finance Division 2 (PSIF2) within the Private Sector Operations Department. You will be based at our Headquarters in Manila and may be assigned to one of ADB’s Resident Missions.
You will report to Director, PSIF2 and will oversee Local Staff
Your Role
As an Investment Specialist, you will support the origination of private sector corporate and project finance loans and equity investments. You will also contribute to the development of country partnership strategy and monitor the development impact of the portfolio and ensure issues are considered and proper risk management is applied.
You will:
a. Project Development and Processing
- Support in the origination of a pipeline of private sector infrastructure finance projects and screens investment opportunities in East Asia and the Philippines through client outreach, marketing, and deal screening.
- Undertake and manage the necessary due diligence, financial modeling, risk analysis and mitigation in the structuring of loans, equity investments, technical assistance, co-financing or other forms of ADB assistance.
- Support and lead the internal approval process including interface with credit, safeguards, integrity, legal, other teams, management, and the Board.
- With the support of internal and external counsel, ensure that appropriate legal documentation is concluded following approvals and that financial close (i.e., first disbursement) is achieved.
- Lead and undertake the implementation and hand-over of administration of private sector infrastructure projects, ensuring compliance with required guidelines, agreed covenants, and reporting requirements up to financing effectiveness.
b. External Liaison
- Facilitate active relationships with commercial lenders and other financial partners in the region and beyond and with developers, investors and governments.
- Assess and structure transactions to maximize the potential for commercial co-financing and catalyzing of additional sources of capital.
- Participate in and contribute substantially to relevant learning events and other activities for advocacy, dissemination, and knowledge building.
- Maintain and share knowledge of emerging best practices across a range of key themes and sectors with climate relevance.
c. Country Partnership Strategy and Project Evaluation
- Provide strategic inputs and comments on country partnership strategy and other papers related to private sector operations and development across key themes and sectors
- Draft and review policy and other papers related to private sector development and operations.
- Participate in-country teams for planning and programming purposes, with respect to private sector development and operations and sector priorities.
d. Staff Supervision
- Lead reporting staff by giving clear direction, regular monitoring and provision of feedback, supervising performance and supporting learning and development.
Qualifications
You will need:
- A University degree in business administration, finance, or related fields, preferably at post-graduate level or its equivalent.
- At least 6 years work experience preferably in private sector finance, including hands-on experience processing investments for infrastructure projects, analyzing credit risks, structuring transactions, syndicating financing and other related commercial banking activities.
- Experience working in at least one of the following sectors: power, environmental infrastructure, water and wastewater, transport, and decarbonization of industries.
- Excellent oral and written communication skills in English and Chinese.
- International experience working in development in East Asia or Southeast Asia.
