Job Summary

IOM, UN Migration Agency in Bangui, Central African Republic is looking for a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer who will support the development, coordination, and strengthening of country-level MEAL processes and practices across IOM CAR’s interventions (projects, programmes, and strategies).

Key Responsibilities

  1. Maintain and coordinate the Mission’s MEAL framework and related tools across IOM CAR’s programme portfolio, ensuring alignment with IOM standards and donor requirements, as applicable.
  2. Support the readiness of the Mission’s M&E systems to meet IOM institutional and UN-system reporting requirements (e.g., IQ/IQbis and UNCT/UNSDCF reporting, as applicable), using IOM’s Strategic Results Framework (SRF) indicators and coherent data collection, quality assurance and consolidation processes.
  3. Develop and maintain indicator tracking and monitoring plans.
  4. Coordinate the consolidation and analysis of quantitative and qualitative data across programmes (including programme-specific datasets where relevant) and support the production of accurate mission-wide evidence for decision-making.
  5. Plan and conduct routine data quality checks (including spot checks of records where relevant) and recommend corrective actions to improve accuracy, completeness, and consistency of datasets.
  6. Ensure data collection, storage, and sharing comply with IOM data protection and confidentiality requirements, including informed consent.
  7. Coordinate the integration of Accountability to Affected Populations (AAP) approaches across programmes, including feedback and complaints mechanisms and the use of feedback for programme improvements.
  8. Provide timely, quality assured M&E inputs (datasets, indicator updates, and analysis) to donor reporting and internal management updates, in coordination with reporting colleagues.
  9. Analyse monitoring findings and prepare brief summaries of trends, issues, lessons learned, and practical recommendations to support adaptive management across the Mission.
  10. Coordinate evaluations, reviews, and learning exercises (including tool review and follow up on recommendations) as requested.
  11. Provide technical guidance and coaching to programme staff/partners on M&E tools, data quality, and results based management, as needed.
  12. Perform such other duties as may be assigned.

Required Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Monitoring and Evaluation, International Development, Statistics, Political or Social Sciences, Migration Studies, Law, or
  • University degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Strong technical competence and experience in designing or coordinating Monitoring, Evaluation, and Accountability frameworks, methodologies, and tools in the international development or humanitarian sector;
  • Proven experience in results-based reporting, data management, and analysis in humanitarian or development contexts;
  • Experience in the coordination of monitoring and evaluation of multi-sectoral programmes (e.g., migration, humanitarian, recovery or reintegration programmes);
  • Experience with IOM corporate systems (e.g., PRIMA) and digital data collection and analysis tools is an advantage; and,
  • Previous experience working in complex humanitarian or transition contexts is an advantage.

Skills

  • Strong knowledge of monitoring and evaluation approaches, including quantitative and qualitative data collection and analysis;
  • Good understanding of accountability to affected populations, feedback and complaints mechanisms, and the use of beneficiary feedback to inform programme implementation;
  • Good understanding of data protection, confidentiality, and ethical data management;
  • Good knowledge of results-based management and indicator-based performance tracking;
  • Strong analytical, writing, and presentation skills, with the ability to transform monitoring data into practical recommendations for programme improvement;
  • Ability to consolidate information from multiple sources and present findings clearly and accurately;
  • Ability to work with accuracy under pressure and to handle confidential information with discretion, sound judgment, and professionalism;
  • Good level of computer literacy, including Excel, Kobo Toolbox or similar data collection tools, and relevant database or data management applications;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds; and,
  • Capacity to supervise and train support staff.

Languages

For this position, fluency in English and French is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) is an advantage.

Proficiency in language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
