JOB DESCRIPTION

Key Responsibilities

In particular he/she will:

  1. In consultation with the PM, Regional MEAL CU and relevant staff, contribute to the development and implementation of the MPRR-SSA standardized Monitoring and Evaluation system, including M&E workplan, tools, quality assurance mechanisms and data collection methods and procedure and facilitate their mainstreaming.
  2. In the framework of the MPRR-SSA, coordinate and monitor accurate and reliable data collection, data cleaning and validation, storage, analysis and results dissemination in a timely manner.

  3. Perform data analysis for programme monitoring, ensuring that the relevant M&E information and performance indicators are measured correctly, in accordance to internal guidelines and donor requirements.

  4. Review MPRR Chad MEAL plans, monitor the progress made in the implementation and ensure that relevant, accurate and regular information is produced on the state of MEAL activities of the programme.

  5. Design and coordinate regular programme reporting processes ensuring that data and narratives are submitted and processed in a timely manner.

  6. Conduct or support regular and ad hoc data verification exercises, including review of datasets for internal consistency, triangulation of sources and solicitation of inputs/clarifications from the relevant programme units/colleagues.

  7. Organize and contribute to the staff capacity building, develop training on specific M&E aspects; for enumerators, M&E staff and other relevant programme staff.

  8. Support or oversee qualitative and quantitative data collection activities, including the provision of technical assistance on how to perform data collection activities correctly (based on the established protocols), troubleshooting technical issues with data collection tools (e.g. KoBoCollect), as well as reviewing survey data or transcripts to identify invalid or substandard entries, feeding back the information to data collection teams in a timely and accurate manner, alongside recommendations or remedial actions on how to avoid or correct the issues found.

  9. Conduct monitoring visits as needed to coordinate the implementation of M&E and to provide procedural guidance, including the drafting report for each mission carried out. Also elaborate workplans.

  10. Conduct interviews with beneficiaries or stakeholders as needed, producing also transcripts or detailed notes, in either in-person or remotely.

  11. Support the planning, organization and delivery of MEAL events, e.g. workshops, restitution sessions, dissemination events, etc.

  12. Design and implement participatory monitoring and restitution activities involving programme beneficiaries, implementing partners and other programme stakeholders.

  13. Support the supervision of MEAL-related consultancy assignments, as needed, including reviewing deliverables, monitoring progress and preparing data and analytical inputs for service providers/consultants.

  14. Lead on the drafting of or provide inputs to concept notes, MEAL plans, strategies, reports, presentations, briefs and other documents, as part of the development, implementation and dissemination of MEAL initiatives,

  15. Ensure proper coordination with RO Dakar, through the Regional MEAL Officer, for all requested coordination tasks, including CO’s Monitoring and Evaluation activites implementation, M&E institutional strengthening and capacity building, etc.;

  16. Perform other duties as may be assigned.

Required Qualifications

  • Master’s degree in social sciences, migration studies, Econometrics, Statistics, or a related field from an accredited academic institution.
  • Doctoral-level degree or having attended a doctoral course is an advantage.
  • At least five years of relevant professional experience.

  • Experience with survey design, data collection and analysis.

  • Excellent command of MsExcel.

  • Knowledge of the ODK platforms, specifically KoBo.

  • Knowledge of statistical software and ability to perform descriptive/inferential data analysis.

  • Knowledge of data visualization and business intelligence software (PowerBi, Tableau, etc.)

  • Knowledge of the relational databases, SQL is an advantage.

  • Proven track record of participation to applied research initiatives and having authored reports.

  • Having published an article on a peer-reviewed journa is an advantage.
