Established in 1951, IOM is part of the United Nations system and the leading UN agency on migration, working with governments, international organizations, and civil society to promote humane and orderly migration. IOM provides services and advice to both migrants and governments. IOM has been present in Japan since 1981, initially supporting the onward movement of Indochinese refugees. Today, IOM Tokyo focuses on strengthening cooperation with Japan to support displaced persons, vulnerable migrants, and refugees worldwide, as well as assisting Japan in addressing its own migration challenges. IOM works with ministries and local partners on resettlement, counter-trafficking (CT), return and reintegration (AVRR), labour mobility, and social inclusion. Under the supervision of the Chief of Mission and Programme Manager, the successful candidate will be based in Tokyo, supporting projects through research, assessment, stakeholder engagement, advocacy, case management, and field support.
Project support and research (50%)
1. Collect, compile, collate data and information, provide initial assessment in the review of policies, schemes, and other operational information on labour mobility and social inclusion through document reviews, relevant material and presentation development, meeting/webinar participation among others.
2. Provide support to stakeholder engagement and collaboration activities, distribute timely and accurate information to government counterparts, local partners (e.g., RHQ, NGOs, UN agencies, private sector, training institutes), and relevant IOM missions to support AVRR, CT, labour mobility and social inclusion, and resettlement activities.
3. Assist in preparing advocacy materials, presentations, policy briefs, and reports to raise awareness among stakeholders, government counterparts, and the public.
4. Engage proactively with local partners and community representatives to encourage positive narratives and greater understanding of labour mobility and social inclusion.
5. Monitor current issues, trends, and developments in migration and social inclusion, providing timely updates and recommendations to the Programme Manager and team members for informed advocacy interventions.
Case Management and Field Support (50%)
6. Undertake case management activities, casework interviews, manage files for case intake and follow-ups, and assist the coordination with relevant agencies to ensure effective services for beneficiaries.
7. Provide support to case data management activities including case files management, manage beneficiaries case files, medical and other records, including, if assigned, verifying the creation of new case files in MiMOSA, the timely and accurate distribution of case files, that all returned files are promptly filed, that the file tracking system is used to keep comprehensive track of files.
8. Support departure, transit, and arrival logistics for beneficiaries, including organizing transportation, assisting with documentation and airport procedures, conducting pre-departure briefings, and addressing travel issues or special needs as required.
9. In coordination with the Programme Associate, liaise as needed with other teams and units in the office and other missions. Provide regular reports on the work being accomplished to the Programme Manager and team members.
10. Undertake duty travel as needed to conduct casework interviews, airport operations, and pre-departure supports.
11. Perform such other duties as may be assigned.
