JOB DESCRIPTION

Key Responsibilities

  1. Technically and operationally support the Programme Officer in the day-to-day management of the Programmes Unit, ensuring alignment with strategic priorities and donor requirements.
  2. In close coordination with the CoM and the Programme Officer, liaise with UN, national authorities and other in country coordination mechanisms on specific issues of concern regarding migrant populations in Brazil.
  3. Organize and attend regular coordination meetings at national and sub national levels with operational partners, national authorities, UNCT members and Donors as required, to facilitate IOM´s coherent and coordinated operational engagement in major humanitarian responses in Brazil.
  4. Conduct coordination functions of the inter-agency R4V national platform, ensuring good communication between national and regional sectors and working groups through regular contacts.
  5. In close coordination with the UNHCR team, monitor planning and the implementation of the RMRP in Brazil, maintaining close contact with national and regional sectors and working groups.
  6. Provide information and design capacity building actions to strengthen and develop the capacity of the national authorities and civil society to manage and respond to flows of migrants.
  7. Support the design, planning, and implementation of projects, including drafting work plans, timelines, and budgets.
  8. Monitor projects´ progress and flag operational challenges, proposing timely solutions to the Programme Officer.
  9. Facilitate coordination between internal units (e.g., Resource Management, Communications, M&E) and external partners, including UN Agencies, humanitarian organizations, government and community interlocutors.
  10. Elaborate and compile programme updates/briefs for donors, government and other relevant stakeholders, by ensuring compliance with key institutional policies and standards.
  11. Participate and engage actively at relevant donor or partner meetings, briefings and conferences at the international, regional and national levels, as delegated by the Programme Officer.
  12. Support the organization of interagency consultations, workshops, and field visits.
  13. Draft inputs for donor reports, briefing notes, and visibility materials, in coordination with the Programme Officer.
  14. Document lessons learned and good practices to inform future programming.
  15. Maintain updated records of project documentation and knowledge products.
  16. Perform other related duties as assigned.

Required Qualifications

Education

  • Master’s degree in International Relations, Law, Public Policy or a related field from an accredited academic institution with five years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in programme conceptualisation, development, monitoring, reporting and evaluation;
  • Experience in programme development and capacity-building activities;
  • Sound and proven understanding of internal and international migration issues in the country and in the region;
  • Familiarity with financial and business administration;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Experience in the drafting of strategic documents;
  • Proven experience with strategic planning approaches, collection and systematization of
  • information, and report writing;
  • Past experience in working in inter-agency and collaborative environments.

Skills

  • Strong conceptualization, analytical and writing skills in English;
  • Detailed knowledge of the UN System, NGOs and other international organizations/institutions;
  • Strong interpersonal and problem-solving skills, excellent oral, presentation, and written communication and advocacy skills.
  • Ability to meet deadlines and work under pressure with minimum supervision; and,
  • Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.
  • Attention to detail and ability to organize.
  • Demonstrated ability for leadership in the context of partnership building and consensual decision-making
  • Ability to work against tight deadlines.

Languages

  • Required: English and Portuguese (Fluent)
  • Advantageous: Spanish
