IOM, UN Migration Agency in Juba, South Sudan is looking for a Project Coordinator (Technical Infrastructure) who will be responsible for managing, coordinating and providing technical guidance and advice to all community infrastructure projects under the ECRP II Project, and across the mission as required, including technical, administrative, and logistical supervision.
1. Manage and coordinate the technical assessment, identification of technical alternatives, design, implementation, and monitoring of the activities required for the successful completion of the Infrastructure Component of the ECRP II Project.
2. Ensure that the infrastructure projects meet their intended scope, timeframe, quality and budget in alignment with Infrastructure Compliance Guidelines, Standard Operating Procedures (SoPs), Post Descriptions (PDs), and the strategy of the ECRP Project. Notify in a timely manner of any changes needed and take action for delays or workarounds required for timely completion of activities.
3. Oversee the technical components and activities of the project that require engineering capacity, including the development and/or review of technical specifications, concept notes, project proposals and budgets, ensuring that mechanisms and modalities are appropriate and in line with international standards and best practices.
4. Develop and/or ensure the implementation of project work plans and take action for delays or workarounds required for the timely completion of activities.
5. Coordinate the operational and administrative aspects, and backstop the financial and budgetary aspects of all ongoing infrastructure projects, including oversight responsibility for project implementation, in coordination with Resources Management staff and programme units as required.
6. Oversee and lead monitoring activities to assess project implementation, undertaking regular visits to the areas of operation and ensuring that materials and resources are being properly utilized in compliance with design and technical specifications. Ensure that contractors adhere to scheduling and ensure the preparation of completion certificates. Ensure adequate contracts management with service providers, overseeing change requests, close out procedures and progress/final payments.
7. Coordinate procurement, ensuring alignment with approved specifications or Bills of Quantities (BoQs), in collaboration with procurement and logistics staff at Juba and Sub-office level, to ensure the procurement and delivery of the required materials and items to the respective sites in a timely manner.
8. Establish and maintain effective working relationships with counterparts, officials, local authorities and relevant stakeholders. Prepare progress, weekly, monthly and other required reports. Ensure that project data and information is archived and shared appropriately.
9. Coordinate with government counterparts and officials on community infrastructure needs and on strategic planning of infrastructure programming in target counties.
10. Supervise and coordinate the work of relevant Infrastructure staff, provide inputs for performance evaluations, and assist in resolving team conflicts.
11. Perform such other duties as may be assigned.

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written).
Working knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
