Labé, Kankan, Mamou, Koundara, Siguiri et N”Zérékoré.

Key Responsibilities

Tasks to be performed under this contract

Indicateurs de performance des consultants:

1. Collecte de données

Indicateur 1.1 : Nombre d”études primaires et secondaires menées sur la mobilité des enfants dans les zones cibles.
Indicateur 1.2 : Nombre de familles, de communautés, d”autorités locales et de parties prenantes impliquées dans la collecte des données.
Indicateur 1.3 : Volume et qualité des données collectées sur les facteurs d”attraction/incitation et les tendances migratoires.

2. Analyse

Indicateur 2.1 : Identification claire des tendances, des risques et des défis liés à la mobilité des enfants.
Indicateur 2.2 : Évaluation de l”efficacité des mécanismes de protection existants (nombre de mécanismes analysés, pertinence des recommandations).
Indicateur 2.3 : Analyse de l”impact de la mobilité sur le bien-être, l”éducation et le développement des enfants (nombre de cas étudiés, profondeur de l”analyse).

3. Préparation des ateliers

Indicateur 3.1 : Nombre de programmes et de documents de présentation élaborés.
Indicateur 3.2 : Rythme d”achèvement des aspects logistiques (lieux, invitations, matériels) dans les délais impartis.

4. Rapport final

Indicateur 4.1 : Rapport final validé par le responsable du programme.
Indicateur 4.2 : Nombre et pertinence des recommandations formulées pour améliorer la protection et l”intégration des enfants mobiles.
Indicateur 4.3 : Évaluation de l”efficacité des ateliers (nombre de participants, taux de satisfaction, qualité des retours d”expérience).

a. Data collection:

  • Conduct primary and secondary research to gather data on child mobility, push and pull factors, and migration trends in targeted regions of Guinea.
  • Analyze child mobility patterns and their effects on child protection and community development, with a particular focus on areas at risk of exploitation and trafficking.
  • Engage families, communities, local authorities, child protection organizations and key stakeholders to collect relevant data.

b. Analysis:

  • Identify trends, risks, and challenges related to child mobility.
  • Assess the effectiveness of existing protection mechanisms and their alignment with the needs of mobile children.
  • Examine the impact of children”s mobility on their well-being, education, and development.

c. Preparation:

  • Develop an agenda and presentation materials for workshops based on study findings.
  • Coordinate logistics including venues, invitations, and materials.

d. Reporting (Final report approved by the Program Manager at the end of the consultancy):

  • Prepare a full report with conclusions and recommendations.
  • Include perspectives for improving the protection and socio-economic integration of mobile children and their families.
  • Provide specific recommendations based on the analysis to reduce child exploitation and trafficking.
  • Evaluate the effectiveness of the workshops and gather feedback from participants for improvements.
  • Propose recommendations for future action based on workshop discussions.
Category B Consultant hired to deliver a report on a four (3) instalment payment basis:

The consultancy aims to deliver the following:

First Deliverable:  Propose a methodology and data collection tools for carrying out the study and collecting the data (First instalment payment 30% by 23 October 2025)

Second DeliverableData analysis and writing of the mid-term report summarizing the progress of the study and making available a preliminary version of the study (Second instalment payment 50% by 23 November 2025).

Third Deliverable: finalization and layout of the study for publication, organization of validation and presentation workshops, and printing and distribution of copies to stakeholders (Third instalment payment 20% by  31 December 2025). 

Required Qualifications

Education
  • Master’s degree in social and political sciences, Migration studies, Business, Economics, Statistics or related field.
Experience
  • Minimum of seven (7) years of professional experience in migration and development, child mobility, counter-trafficking, child protection, local development, and/or reintegration, with field experience in West Africa strongly preferred.
  • Extensive experience in research design and implementation, particularly on child mobility, migration, and child protection, including development of methodologies, data collection tools, and ethical frameworks adapted to vulnerable populations.
  • Demonstrated expertise in data collection and analysis (quantitative and qualitative), including surveys, focus group discussions, key informant interviews, and participatory approaches.
  • Proven ability to apply ethical standards in child-focused research, including safeguarding principles, informed consent, and data protection.
  • Prior experience working with UN agencies, international NGOs, or donor-funded projects is an asset.
Skills
  • Technical expertise in conducting and producing high-quality research on child mobility, migration, child protection, and youth employment, with ability to generate actionable, evidence-based recommendations.
  • Knowledge of migration, development, and child protection initiatives in Guinea or the wider West Africa region; prior field research in these contexts is a distinct advantage.
  • Strong capacity in project management of research studies, from tool development and validation to analysis and dissemination of findings through reports and presentations tailored to government, civil society, donors, and communities.
  • Excellent analytical, oral, and written communication skills, with ability to synthesize complex data and engage effectively with diverse stakeholders.
  • Proficiency in IT tools (MS Word, Excel, PowerPoint, internet-based research); knowledge of statistical/qualitative software (SPSS, STATA, NVivo or similar) is an advantage.
  • Fluency in French and English, both spoken and written, with strong drafting skills in French. Knowledge of local languages in Guinea is an asset.
  • Strong interpersonal, coordination, and intercultural skills, with ability to work effectively under the supervision of the Project Manager, in collaboration with the Counter-Trafficking and Protection Officer, IOM team members, and national stakeholders.

Languages

  • For this position, fluency in English and French is required (oral and written).
  • Working knowledge of a local language is an advantage
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
  • The consultant will be based in Conakry, Guinea, with regular travel expected to project locations within the country.
  • IOM will cover the cost of a round-trip flight to the duty station in Conakry.
  • For all official travel outside of the duty station (Conakry), IOM will cover the related costs of transportation, accommodation, and per diem, in accordance with IOM’s IN/6 Travel Policy.
