Job Summary

Under the overall supervision of the Chief of Mission, Program Coordinator (Housing), the direct supervision of the National Project Officer (Architect) and in coordination with other technical program specialists, the Consultant will provide specialized support to the implementation of IOM Ukraine’s efforts in provision of affordable housing units, in particular for IDPs, Ukraine.

Key Responsibilities

Category A Consultants: Tasks to be performed under this contract:

  1. Act as the architecture and design lead for the two KfW funded “IDP Housing II” and “IDP Housing III” projects.
  2. Collaborate with the construction and legal/governance teams in the Housing Unit to manage architectural and engineering designs for Housing 2 and Housing 3 projects;
  3. Lead the assessment of potential housing site locations ensuring that essential donor requirements from the social, economic, environmental, safety and technical perspectives are respected.
  4. Travel to perform assessments for planning and monitoring of on-going project construction sites to support the construction team, particularly if there are revised work orders or necessary changes to construction
  5. Work closely with the Supply Chain Unit on the procurement process and the delivery of program items. Participate in bidding processes and monitor the performance of the contractors to facilitate timely response and high-quality delivery of services from the architecture discipline.
  6. Assist the Program Coordinator (Housing) in planning, monitoring, and reporting implementation of the projects from the architectural and engineering design disciplines, overviewing activities of the technical teams, consultants and contractors, as well as coordinating with implementing partners and stakeholders.
  7. Provide advice and support IOM technical staff in the field from the architectural and engineering design disciplines during the implementation of Housing activities in the areas of intervention, facilitating complementarity of the response with other essential services.
  8. Participate in regular coordination meetings such as technical working group meetings, and coordination meetings with relevant stakeholders (Local authorities, United Nations (UN) agencies, International Non-Governmental Organizations (INGO), Non-Governmental Organizations (NGO) etc.).
  9. Monitor and assist in expediting program implementation from the architectural and engineering design disciplines through discussions and correspondence with project and technical staff, as well as with government authorities and project partners, and through field and project visits.
  10. Monitor project budget and expenditures, check alignment with internal and donor requirements, and ensure that budget lines are respected. Track burn rates to support the effective use of project funds and maintain effective and regular liaison with the Program Coordinator (Housing).
  11. Contribute to the development of a Construction Management Information System lead by the Housing Unit and IOM Ukraine’s Construction Working Group.
  12. Contribute to the development of new projects/programs by providing technical inputs and staying abreast of donor priorities in the region from the architectural and engineering design disciplines.
  13. Perform such other duties as may be assigned.

Performance indicators for the evaluation of results:

  • Effective identification of suitable sites for the Housing 3 project and development of a comprehensive implementation strategy that aligns with project constraints and budgetary limits.
  • Timely and effective coordination with the Supply Chain Unit leading to successful procurement and on-schedule delivery of program items related to architectural and engineering activities.
  • Proportion of contractors and consultants whose performance meets or exceeds quality and timeline benchmarks as established in project requirements.
  • Accuracy and timeliness of project monitoring, reporting, and budget tracking, including maintenance of burn rates within approved limits and compliance with donor requirements.
  • Degree of stakeholder engagement and participation, as evidenced by regular attendance and productive contributions to coordination meetings with partners, local authorities, and other relevant parties.

Required Qualifications

Education, Experience and/or skills required

  • Master’s degree or equivalent in Architecture or a related field with at least three years of professional experience.
  • Experience in the implementation of large-scale construction and infrastructure projects.
  • Experience in designing and implementing an environmental and safety compliance strategy as per the donor’s requirements.
  • Experience in coordinating the implementation of construction; shelter; water, sanitation, and hygiene (WASH) programming in recovery, development, and complex emergencies.
  • Experience in liaising and coordinating with implementing partners.
  • Experience in project administration.
  • Experience working on multi–story buildings (reinforced-concrete, masonry and timber-frame construction modalities).
  • Experience working with a non-governmental organization and/or international organization is an advantage.
