Tearfund is looking for an experienced Programme Quality Director in Iraq who will be responsible for supporting the Country Director in the leadership and management of Tearfund’s portfolio in Iraq focusing on strategic planning, business development, organizational sustainability, project cycle management, communication & knowledge management, internal & external compliance and stakeholder management.
The purpose of the Iraq Programme Quality Director (PQD) and Reconciled and Peace-filled Societies (RPS) Lead in ENA is twofold: to ensure and oversee the quality of the design, monitoring and evaluation of the programme portfolio in Iraq (70%) and function as RPS Lead for ENA, providing technical support to the other countries in the Eurasia and North Africa (ENA) Region, including Syria & Lebanon, Pakistan, Yemen & Afghanistan (30%)
As RPS Lead for ENA, the role will allocate 30% of its time to provide technical support for wider ENA countries programming in the area of Peacebuilding. The RPS Lead will provide strategic direction for Peacebuilding programming in ENA, provide practical technical support for Tearfund and partner staff at different stages throughout the project cycle, enhance the capacity of Tearfund and partners to deliver Peacebuilding programming and support country teams to ensure high quality programmatic evidence is built, shared and used, representing Tearfund at relevant forums where appropriate.
It is essential that the successful candidate has extensive experience of:
- University Degree in a humanitarian, development or conflict related discipline
- A minimum of 7 years Peacebuilding Programme / Project management experience working in Iraq
- Proven experience with developing and using peacebuilding DMEAL frameworks and tools
- Detailed understanding of humanitarian principles and practices
- Proven ability in capacity development of staff and partner organizations
- Proven successful people management experience, strategic planning and thinking.
- Proven ability in acquiring and managing institutional funding for donors such as ECHO, OFDA, FCDO, Pool Funds, GAC etc
- Proven experience in promoting and applying good practice in emergency and development work
- Experience in portfolio of projects with experience in financial management, understanding of logistics and procurement procedures
The ideal candidate should also have:
- Strong influencing, training and mentoring skills.
- Strong analytical and problem solving skills
- Proven ability of working effectively in teams from multicultural context
- Excellent report writing, good knowledge of donor reporting and facilitation skills
- Excellent written and verbal communication skills in Arbic and English
- Able to work in a fast moving environment and comfortable with constant change
- Proven computer literacy, including good knowledge of MS Office and Google Docs
