Job Overview:

The Deputy Director supports the strategic and operational leadership of IRC’s Kansas Office for Refugees (KSOR), working closely with the Director to ensure effective program delivery and partnership engagement, data management, and staff development. The Deputy Director is responsible for program and sub-award oversight, coordination, and tracking to ensure high-quality and timely programs that are compliant with federal reporting and monitoring requirements. KSOR is the Office of Refugee Resettlement (ORR) Replacement Designee in Kansas. A replacement designee is an entity selected by ORR to administer state refugee resettlement programs. This position reports to the Director of KSOR.

Major Responsibilities:

Leadership

• Support the Director in implementing the vision and strategic direction of the KSOR.
• Oversee and coordinate cross-office activities, particularly emphasizing Partnership, Programs, Data and Capacity building.
• Establish and oversee agency-wide partnership engagement tracker, with support from the partnership team.
• Oversee the administration of the Refugee Cash Assistance (RCA) and Refugee Support Services (RSS) programs, including Wilson Fish TANF Coordination program.
• Responsible for all donor reporting, including the development of the State Plan, ORR-6 Semi Annual reports, ORR-5 Data report, Annual Service Plan and Annual Outcome Goal Plan.
• Oversee the Partnership team and related partnership and compliance activities, such as sub-awards, program reporting, and monitoring; ensure that all statewide activities comply with policies and guidelines through regular monitoring and evaluation of program activities.
• Oversee all program activities, including program and partnership coordination as well as conferences and convenings for partners and stakeholders.
• Oversee Partner capacity-building efforts with the capacity building Manager.
• Oversee KSOR website and manage the development of outreach materials.
• Develop collaborative working relationships among Kansas service providers regarding programming, partnerships, and capacity building.
• Oversee operational matters, working closely with OSP and RAI HQ departments.
• Collaborate with the Director and staff to oversee KSOR performance management and quality activities.

Financial Management

• Assist the Director and Senior Finance Manager in managing KSOR’s financials, developing and monitoring program budgets, sub-awards, and service contracts.
• Regularly oversee the cross-team monthly budget-to-actuals cycle; maintain effective systems for tracking spending rates for all grants and address anomalies in partner expenses.
• Manage determining annual funding portfolios for all sub-grant partners, ensuring the decision process is transparent and allocating resources equitably for client needs.
• Manage the monitoring and evaluation of partners to ensure adherence to policies and procedures and to identify technical assistance needs.

General Management

• Provide direct supervision and leadership for staff, including:
  • Regular one-on-one meetings with all direct reports.
  • Effective delegation of duties and responsibilities.
  • Consistent and ongoing feedback and communication.
  • Extensive professional development support and coaching of team members.
• Recruit, hire, train and supervise team members.
• Ensure continual development and training of staff on IRC and ORR policies and protocols.

Job Requirements: 

Education: Bachelor’s degree required. A graduate degree in business, non-profit management, international relations, public administration, or social work is preferred.

Work Experience: 8+ years of human services management and supervisory experience, including responsibility for eligibility determinations and compliance with reporting requirements.

Demonstrated Skills and Competencies: 

• Experience with refugee populations or other similarly vulnerable populations required.
• Strong experience with program and budget management, strategic planning and conducting monitoring and evaluation activities to ensure program quality.
• Demonstrated ability to promote an organizational culture that reflects IRC’s core values of service, accountability, integrity, and equality. Ability to lead in a way that recognizes that IRC’s work is best accomplished through the true collaboration of individuals from many cultures with a great variety of skills and perspectives.
• Proven ability to professionally represent the organization in public settings and meetings.

• Self-starter with excellent detail-oriented, problem‐solving skills combined with the proven ability to multi‐task, prioritize duties, and manage time effectively.
• Excellent communication skills both written and verbal; fluent English required.
• Excellent interpersonal and communication skills: the ability to communicate effectively and diplomatically with grantors, volunteers, partner agencies, government officials, multi-cultural clients, and colleagues on all levels.
• Proven leadership and team-building skills.
• Demonstrated ability to work successfully in varied contexts and settings.
• Proficient in Microsoft Office applications (Word, Excel, Outlook); Experience with databases and applications preferred.

Working Environment:

• Standard office work environment with considerable time at a computer terminal.
• Position is based in Wichita, Kansas and is a hybrid schedule.
• Occasional evening and weekend hours as required by the work.
• Approximately 20% domestic travel, mainly within Kansas.

Compensation: (Pay Range: $84,075-$99,133) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.
