REQUEST FOR PROPOSALS

To Whom It May Concern:
IREX (International Research & Exchanges Board) is seeking quotes from qualified respondents to provide lead technical training for the delivery of a 3-day in-person digital skills bootcamp.
The anticipated award will be a cost reimbursable/fixed price subcontract. IREX reserves the right to withdrawal this request for proposal at any time up to award of the contract.
Proposal Requirements
Organizations interested in providing this service must submit a proposal, including a breakdown of costs, which demonstrates the organizations’ capacity to:

Provide 12 hours of on-site “digital skills” training over three days for 25 participants ages 18-26, in addition to recommendations for open accessible resources that participants may utilize as follow-on training.

Provide a list of proposed training topics that are relevant to the current workforce demands and support participants’ capacity to enter and/or advance in the private sector job market.
Illustrative examples include:

Data Analytics (understanding, using and presenting data for problem-solving and informed decision-making)

Digital Marketing (including social media marketing and management, Search Engine Optimization and Search Engine Marketing, AI in Marketing)

Provide a description of the training agenda and outcomes for learning.
Note:
IREX will provide the training venue and laptops for all participants. No prior coding experience required for participants. Training may be delivered in Arabic, English, or a combination of both languages at the discretion and recommendation of the training provider.
Proposals must be accompanied by a budget in sufficient detail to determine the price elements, resumes of key staff that will be assigned the project, a detailed description of the method used to perform the tasks outlined, and a list of five similar projects, with contact information for the clients.

You need JavaScript enabled to view it.. If you decide to submit a proposal, it must be received no later than 5:00 p.m. Eastern Standard Time on the closing date indicated above. Late submissions will only be considered if in the best interests of the project, and then at IREX’s sole discretion. All proposals submitted must be valid for a period of not less than sixty (60) calendar days from the closing date indicated above.
Proposal Evaluation
The criteria are listed in descending order starting with the most important factors to be evaluated.
• Overall Price Competitiveness (30%)
• Capacity to deliver quality training in Arabic and English (35%)
• Creativity in approach (10%)
• Qualifications of key personnel (10%)
• Organizational capacity (10%)
• Past references (5%)
Evaluation and ranking of proposals will be done by IREX in Washington, DC. IREX may at its discretion ask for additional information or perform site visits.
Renewal
IREX reserves the right, based on availability of funding and vendor performance, to enter into subsequent contractual agreements with the winning vender for a period of up to five years without issuing a new RFP.
