Report to: Operations Manager 

 

Program Overview: Chemonics International, a US-based international development consulting firm, seeks an Information Technology/Information Security Specialist for the USAID Iraq Together project. Iraq Together aims to provide more equitable, efficient, and sustainable public services in Iraq, as well as improving government responsiveness to citizens’ needs and demands. Objectives of this project include working with the Government of Iraq (GOI) to improve service delivery and strengthen democratic and participatory governance.  

 

Position Overview: The Information Technology/Information Security Specialist reports to Operations Manager and is responsible for ensuring the smooth day-to-day operation of information technology on the Iraq Together program including both routine maintenance and troubleshooting all while implementing best practices to ensure information and data security and project wide compliance with company and project data and security requirements. This position is open to Iraqi nationals residing in Iraq. 

 

Responsibilities include, but are not limited to: 

 

  • Works with project team members to ensure that computer and other information system hardware needs are met. 
  • When required, builds the capacity of partner organizations in the area of IT and information security. 
  • Ensures availability of necessary computer hardware and parts, diagnostic and repair equipment, and general maintenance supplies for field offices, coordinating as needed with the home office. 
  • Supports the operations department in maintaining a detailed inventory list of IT equipment and that all end users are recorded in compliance with donor rules and regulations. 
  • Recommends, designs, and implements anti-virus and information security strategies as needed, and assist staff as needed in use of anti-virus software and protocols for computers. Monitors network traffic and recommend necessary upgrades and/or system improvements to ensure both functionality and information security. 
  • Conducts staff training on IT and data security as needed. 
  • Troubleshoots and maintains internet connectivity, e-mail delivery, monitor bandwidth usage, and recommend upgrades when required. 
  • Manages user permissions, software installation, CD Rom, Zip drive and other IT resources usage. 
  • Provides guidance to staff and/or grantees in developing specifications for IT-related supplies or equipment that will be procured through activities. 
  • Actively participates in discussions of programmatic IT needs and provide solutions for IT issues related to working in Iraq. 
  • Participates and provides input into the development of the program strategic framework, objectives. 
  • Other duties as assigned by supervisor. 

Qualifications & Preferred Skills

Minimum Qualifications: 

 

  • Bachelor’s degree in a relevant field is required; postgraduate degree is preferred. 
  • Minimum four (4) years of progressively responsible experience in IT management in complex operating environments. 
  • Demonstrated knowledge of local IT service providers and IT infrastructure requirements in Iraq. 
  • Demonstrated experience and extensive knowledge of IT network system management and maintenance. 
  • Experience with data security tools and protocols. 
  • Experience in training staff of varying levels of IT capabilities. 
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the general public. 
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the program. 
  • Working proficiency in office computer applications, including MS Word, and Excel. 
  • Fluency in written and oral Arabic and English is required; written and oral fluency in Kurdish, and other local languages is a plus, but not required.
