The Information and Technology team is part of the MIGA Finance and Risk (MIGFR) department. We are seeking an IT Officer – Business Solutions with strong technical background and substantial experience in Information technology. This position will be responsible for providing technical expertise, applying broad technical skills, deep industry knowledge and business acumen, including designing and developing technical solutions that support business strategy on digital transformation, optimization, and cloud adoption. With a strong blend of technical and communication skills, the IT officer will coordinate with key stakeholders from IT operations, business teams and/or third-party vendors to build various web/mobile applications and portal solutions that integrate with other WB systems.

IGA is seeking to recruit an IT Officer in its IT team. The individual will act as a technical subjective matter expert (SME) for the various solutions being built or supported by the MIGFR unit, in different technology stacks including and not limited to Cloud solutions. The individual will be responsible for development and /or leading the development team in offshore and providing maintenance support and solution design across all systems and applications. The ideal candidate will have sound knowledge in Cloud technologies (Azure and AWS), configurations, customization development, integration development, reporting, dashboards, web resources, security model and UI development. Additional areas of responsibility may include project management.

The position will be responsible for coordinating the day-to-day activities between the Washington, DC team and the offshore team in Chennai, supporting multiple applications using a variety of technologies, platforms, and seamlessly working across various application systems. 

Duties and Responsibilities

  • The IT Officer will be primarily responsible for (1) the solution and architecture design new solutions/systems across technology stacks; (2) maintain and support enhancements and upgrades across all current solutions/systems; (3) optimize the use of technology solutions and manage technical teams to deliver on tasks (1) and (2) above.
  • The individual will act as a technical subjective matter expert (SME) for the various solutions being built or supported by the MIGFR unit, across different technology stacks. The individual will be responsible for development and /or leading the development offshore, and maintenance of these applications. The ideal candidate will have sound knowledge in Cloud technologies (Azure and AWS), configurations, customization development, integration development, reporting, dashboards, web resources, security model and UI development. Additional areas of responsibility may include project management.

Key responsibilities:

  • Designing or driving the solution architecture, and related customizations as part of support of applications already in production.Collaborating with the business users on solution development and support and/or integration processes.
  • This entails working with business users to understand the requirement and conduct fit-gap analysis to existing functionality in the application and create a road map for new features to the application set.
  • Writing technical specifications for planned work, technical specifications, testing and deployment of development projects.Maintaining code repository, backlog and source control using TFS/ ADO.Ensuring consistent release management, change management and project approval processes.Establishing systems to supervise the operating efficiency of existing application systems and providing (or arranging for) proactive maintenance.
  • Participating in systems design, working within an established framework.
  • Providing direction to a team of staff and contractors in their area of expertise and may be responsible for managing performance of team members.
  • Providing technical guidance and mentorship to team members and reviewing the deliverables to ensure alignment with WBG standards and guidelines.Maintaining a comprehensive chronological trail of solution footprint and agreements and actively contributing to the technology stream of the project change control process. Establishing data and reporting strategy that utilizes industry set of practices, tools, and frameworks to deliver information consistently and efficiently to our clients, through this custom-built application.Sound technical knowledge and understanding of infrastructure design including private and public cloud, networking, virtualization, identity, security, and storage.

Selection Criteria

  • Master’s degree with at least 5 years of relevant experience or an equivalent combination of education and experience.Minimum 4 years’ experience as a technical lead responsible with In-depth expertise on designing and managing solutions and applications using various technologies such as Azure & AWS Cloud solutions, .NET, Python, MS SQL & Oracle.At least 5 years of proven experience in working on full life cycle implementations of a large project. Hands on experience in Azure Integration Services (Functions, Logic Apps, API Management, Service Bus & Event Grid), Azure SQL, SQL Server, PostgreSQL; Azure hosting services (ASE, AKS, VM).IaaS, firewalls, Web App proxies, PowerShell scripting, Azure Monitor and Application Insights.
  • Azure Security and Identity services (e.g., Security Center, Azure Active Directory, RBAC, NSGs).Azure storage solutions such as Blob, Tables, and Queues.Azure Networking services (e.g., VNETs, Load Balancers, Front Door, ExpressRoute, Traffic Manager, Content Delivery Network); Azure Cognitive Services (plus).
  • Strong experience on the following technology components – Microsoft .NET Framework, .Net Core, ASP.NET, Java (plus), C#, HTML5, CSS, JavaScript.Expertise in Responsive Web design patterns and experience with UI frameworks/libraries such as jQuery, Angular (must), React, Node JS, AJAX, Knockout & Bootstrap.Experience in developing and consuming Web services, WCF, REST, SOAP, CSS, DOM, JSON, XML, and WEB API.Experience in Integration platforms such as MuleSoft, Azure APIM.
  • Good understanding of the capabilities of BPM/Workflow Management tools such as Camunda (plus), PEGA or JBPM.Expert-level competency in Database modeling techniques with Oracle / SQL Server, including normalized design, stored procedures, ER Diagrams. MS SQL Server business intelligence/data warehouse solutions using SSAS, SSRS, and SSIS.
  • Fair understanding of implementing Azure DevOps pipelines and Git.Demonstrated experience in application security/vulnerability management and optimizing the performance of the application systems to be used across globe.
  • Experience in using system health monitoring tools such as Splunk and AppInsights.
  • Experience in using Reporting Tools such as Power BI and Case/event/survey management tools such as MS Dynamics is a plus.
