ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.
Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.
The ITS Information Security and Risk Management (ITSSR) unit, headed by the Chief Information Security Officer (CISO), is responsible for providing leadership in managing the information security and risk functions and activities across the World Bank Group, enabling the achievement of WBG’s business objectives. ITSSR supports and facilitates a risk aware culture, ensuring that WBG information assets are protected in an effective, efficient, and balanced manner and IT security and risk management efforts throughout the World Bank Group are coordinated and aligned to the Bank’s business and IT strategy. The unit is also responsible for delivering IT labor, sourcing and vendor relationship management services and software asset management that help drive business transformation. ITSSR comprises of the following functions: Security Operations, Risk Management and Advisory, IT Policy, IT Compliance, PMO, Business Continuity, and Sourcing and Vendor Management.
The ITS Risk and Compliance (ITSRC) unit within ITSSR is responsible for offering technical solutions and managing processes to support technology risk assessments including third-party risk, application security, software asset management, sourcing and vendor management.
The IT Officer will be part of the Contract and Vendor Management Team in ITRSC, which serves as ITS Contract and Vendor Management Center of Excellence, providing guidance, and support to ITS contract and project managers to help ITS drive the best business value from contracts and optimize partnerships with vendors to allow ITS to deliver innovative, cost-effective, and efficient solutions for clients.  The team also provides advisory services to ITS PMs and management on Contracts between the WBG and IT Service Providers are also included. Additionally, the team provides information and guidance to ITS Vendors, PMs, hiring units, and stakeholders throughout the sourcing lifecycle.  This includes contractor logistics, onboarding, offboarding, general support. The team also collaborate with WB stakeholders and vendors to ensure the successful operation of ODCs/VDCs
The selected candidate will report to the Supervisor of the Contract and Vendor Management Team.
Duties and Accountabilities:
The Information Analyst should possess strong organizational skills, versatility across multiple disciplines, and the capacity to execute critical tasks promptly within a dynamic and high-pressure setting with competing priorities.  The selected candidate should demonstrate a keen understanding of IT project and service delivery team needs and have the competence to influence vendor conduct while striving for continuous enhancements in vendor performance.
Duties and Accountabilities:
Contract Administration:
  • Participate in the development of solicitation vehicles and assist in drafting documents
  • Review and analyze contract terms and conditions to ensure compliance with organizational policies and legal requirements.
  • Coordinate with legal teams to draft, negotiate, and finalize contracts.
  • Monitor contract milestones, deliverables, and obligations to ensure timely performance
  • Translate contract clauses into a working knowledge base for actionable tasks for both Contractors and internal clients
  • Perform contract close-out and/or transition activities such as final reporting, invoicing return of WBG owned assets, intellectual property, badges and sign-off all deliverables or requirements of the contract have been satisfied
Vendor Management:
  • Develop and maintain strong relationships with vendors and ensure effective communication throughout the contract lifecycle
  • Conduct vendor performance evaluations, identify problem areas, and address any performance issues or concerns; collaborate with vendors and Project Managers on developing remediation plans
  • Monitor vendor compliance with contractual terms and SOWs including service level agreements (SLAs) and key performance indicators (KPIs)
  • Partner with procurement teams to identify potential vendors and participate in vendor selection processes
Risk Management:
  • Identify and assess contract-related risks and develop risk mitigation strategies
  • Work with corporate procurement and legal teams to resolve contract disputes and claims in a timely and efficient manner
  • Ensure compliance with regulatory requirements and internal policies
  • Implement and maintain contract management best practices and processes
Contract Reporting and Analysis:
  • Conduct contract data analysis to identify trends, opportunities for improvement, and cost-saving measures
  • Provide recommendations for contract modifications, renewals, or terminations based on performance and business needs
  • Prepare ad-hoc reports on contract status, performance, and compliance for management and other stakeholders
  • Contract Management Center of Excellence/Advisory Services
  • Work with Client Services and Data Analytics Advisory teams and internal clients on determining the most advantageous method of procurement or sourcing model
  • Support timely sourcing through collaboration with internal stakeholders and vendors to identify organizational requirements, research external market capabilities and services
  • Advise and consult on services outsourcing engagements
  • Raise awareness among stakeholders within ITS in the areas of Contract, Performance and Delivery Management
  • Educate clients on sourcing matters and bring awareness on industry best practices, risks and opportunities
  • Align Sourcing, Contract and Vendor management initiatives with customer mission needs
  • Collaborate with the Data Analytics Advisory function to identify improvement opportunities to achieve cost savings and improve quality and services
Relationship Management:
  • Build and maintain positive relationships with clients, identifying opportunities for process improvement, resolving client issues/concerns, and escalating significant concerns to the respective team lead as necessary
  • Work closely with members of the Client Services and Data Analytics Advisory Teams and provide administrative oversight
  • Liaise with the Chennai Leadership Forum (CLF) and Center Manager, serving as senior Sourcing Team member in Chennai to enhance overall client experience and handle general contractor issues and concerns
  • Communicate client feedback to respective team leads for further action
Selection Criteria:
  • Master’s degree in Business Administration, Contract Management, or related field, plus 5 years of contract/vendor management experience, or equivalent combination of education plus experience
  • Proven experience in contract management, preferably in Information Technology Labor including knowledge of sourcing, contract and vendor Management industry standards and best practices
  • Excellent negotiation, communication, and problem solving skills
  • Attention to detail and ability to analyze complex contractual documents
  • Proficient in Microsoft Office Suite
  • Ability to work independently and manage multiple contracts simultaneously
  • Strong organizational and time management skills
  • Ability to influence without formal authority
  • Excellent relationship management and interpersonal skills
