The IT Officer (Data Management) will play an important role in supporting, shaping, and delivering the Risk and NonSovereign Operations (NSO) Datamart project. The incumbent will analyze complex data sets, track, and measure insights, support the creation of data-pipelines to enable insightful dashboards and analysis. Works with developers to ensure proper completion of all developments and contributes to the achievement of related teams’ objectives.
The incumbent acts as a Subject Matter Expert for peers and business users, and she/he supports the design and development of the reporting and analytics tools. The candidate works closely with users and business stakeholders, specifically the Non-Sovereign Operations (NSO) domain from the Controller’s Department (CTL), Office of Risk Management (ORM), and Private Sector Operations Department (PSOD). She/He will lead workshops to solicit and elicit requirements to understand the current state of reporting and visualization and future state requirements. The candidate assists and supports the development, implementation and enforcement of corporate-wide data management standards, policies and security rules and procedures.
The incumbent will report to the designated International Staff.

Responsibilities:
Data service design:
- Build effective working relationships with business subject matter experts, perform gap analyses, and solicit and elicit requirements.
- Consult with stakeholders and acts as the key conduit to elicit, analyze, define, challenge, and prioritize the business requirements, functional specifications within a highly complex strategic and bank-wide program such the NSO Datamart Program.
- Develop subject matter expertise in the business areas/functions covered by assigned projects and support team on how to leverage our data tools and assess whether results are valid.
- Understand upstream/feeder data and perform ad-hoc analysis, as well as quickly responding to ad hoc requests using data visualization & presentation skills to present findings in a clear and concise manner.
- Demonstrate excellent communication, presentation, documentation skills and proficiency in creating use stories, data dictionaries, release notes, process flows, reports mock-ups.
Data Governance implementation:
- Able to engage business stakeholders on key data governance subjects such as Data Modeling, Metadata Management, and Master Data Management
- Guard adherence to Data Governance processes while designing and delivering data products.
- Drive definition, curation, and remediation of data assets together with business stakeholders.
- Analyze Data Governance processes for effectiveness and implement incremental improvements.
Date service product delivery:
- Prepare detailed system/program specifications for assigned application systems to meet user requirements and interface with related systems.
- Manage scope and change throughout the initiative utilizing formal change control and requirements traceability.
- Review and approve comprehensive test plans, assist in Quality Assurance, and manage User Acceptance Tests activities leading to production release.
- Work cooperatively with project team members to ensure a successful outcome for the project.
- Mediate between the various interested parties to interpret/clarify requirements and help resolve any differences that might arise as a result.
- Ensure that assigned application systems are developed in adherence to ADB’s project standards and methods, including requirements for comprehensive systems documentation to be produced at different stages of the system development life cycle (SDLC).
- In the case of outsourced services, actively coordinate with appropriate vendor resources to clarify requirements and ensure the same standards, processes, procedures on planning, execution, and reporting are met as a minimum.
- Lead the development and delivery of the Adoption and Change Management (ACM) Plan for the Risk & NSO Datamart project.
Oversight and Administration:
- Guide work of outsourcing contractors or administrative staff who may be involved in the development of assigned application systems.
- Regularly submit reports on the work status for assigned tasks including problems encountered; and resource requirements.
- Other duties that may be assigned as reflected in the incumbent’s workplan.

- Bachelor’s degree in Information Science, Computer Systems Analysis, Computer Science, Math, Banking and Finance, Business Administration, or related areas, preferably with advanced training.
- At least 8 years of relevant professional experience, three (3) years of which must be in a senior business analysis role working with senior level users, preferably in the commercial banking/finance industry.
- Experience in the banking/financial services industry is a plus.
- Experience or working knowledge with Azure DevOps, and (Azure) data products including Power BI, Azure Data Factory, Azure Data Lake, SQL databases, Cognitive Services, Machine Learning etc.
- Experience in process improvement. Experience in Business Process Modeling methodology such as Business Process Modeling Notation (BPMN) is a plus.
- Experienced Data Analyst who is passionate about digging into data and understanding the stories the data is telling.
- Experience with Data Governance and Master Data Management practices
- Proficient in Agile development methodologies.
- Experience in the development and delivery of ACM activities, including end-user training.
- Ability to take data, understand it, process it, extract value from it, and communicate it visually / verbally to team members and key stakeholders throughout the organization.
- Ability to take on multiple projects simultaneously as needed effectively and prioritize multiple tasks and meet required deadlines.
- Passion for data and its fundamental ability to create value is a must.
- Extremely curious and excited to dive into complex problems.
- A team-oriented individual with strong analytical, problem-solving, and organizational skills, who has excellent written and verbal communication and presentation skills along with an eye for details.
- Proactive with a positive attitude, must be energetic, self-motivated, thorough, detail oriented and possess excellent analytic and communication and problem-solving skills.
- Include qualities such as ethics, trustworthiness, and personal organization.
- Self-motivated with ability to work independently in a fast-paced environment while also enjoying collaboration with cross-functional teams and other analysts.
- Excellent written and oral communication and technical documentation skills in English.
