The Information and Technology Solutions (ITS) Vice Presidential Unit (VPU) enables the World Bank Group to achieve its mission of ending extreme poverty and boost shared prosperity on a livable planet by delivering transformative information and technologies to its staff working in over 150+ locations. The Corporate Solutions department within ITS, known as ITSCO, is dedicated to delivering corporate IT solutions for the World Bank Group. As one of the eight distinct departments in ITS, ITSCO is organized into three specialized units: Corporate Technology Solutions (ITSCC), Digital Engagement (ITSCD), and Workforce Solutions (ITSWS). This department is responsible for the development, maintenance, and support of a wide array of solutions utilized by staff and consultants across the World Bank Group. Its extensive portfolio encompasses critical systems such as the Board Operating System, the Intranet, the External Web, Human Capital Management, OLC, among others.

As a unit within the Corporate ITS (ITSCO), ITSWS is responsible for Personnel Systems supporting over 16,000 staff and 11,000 retirees/beneficiaries of the World Bank Group. The unit supports the employee life cycle including Recruitment, Personnel Administration, Benefits, Compensation, Performance Management, Tax, Staff Receivables, Payroll and Pension. More than 200 self-service transactions are available to staff so that Personnel transactions are standardized and efficient. Services provided by this unit cover all aspects of the IT life cycle from business requirements to implementation, ongoing operations and maintenance. High availability and accuracy of these applications are critical to managing Human Resources and running a global payroll system from hire to retire and beyond life cycle of World Bank Group workforces.  ITSWS also supports the modernization agenda through HR Systems Renewal.

Roles and Responsibilities:

  • Deliver (Design, develop and coordinate) PeopleSoft solutions to address specific WBG Personnel System needs.
  • Build relationships and engage with key internal stakeholders to better understand client needs.
  • Working with the Product Manager to articulate detailed product vision and roadmap, ensuring alignment with business objectives and customer needs.
  • Analyze, design, develop, code, configure and test solution components from clear specifications.
  • Strong project management, analytical and problem-solving skills, with the ability to make data-driven decisions.
  • Experience in Agile methodologies (Scrum, Kanban) and strong understanding of Agile planning tracking tools such as Azure DevOps.
  • Certified Scrum Product Owner, or experience leading team.
  • Effectively interact and collaborate with all technical teams within the ITS VPU.
  • Work closely with clients and functional experts to analyze business needs and suggest solutions.
  • Participate in the functional and technical analysis for new requirements and modifications to the existing systems.
  • Participate in Agile Scrum activities and SAFe Ceremonies (Program Increment Planning, Adapt and Learn, Scrum of Scrums).
  • Develop and maintain application architecture diagrams, dashboards for reporting.
  • Provide robust estimates and development timelines.
  • Raise risks to the attention of project manager and supervisor and suggest mitigation options.
  • Works with others across the organization to define client needs and develop the best approach to meet client needs (e.g., finds appropriate solutions and negotiates internally for needed resources and support).
  • Proven ability to define and track key performance indicators relevant to the product and the business goals.
  • Mastering data analytics tools to measure client satisfaction, team velocity, and product metrics.
  • Diligently manage confidential information and comply to WBG data privacy policies & procedures.
  • Coordinate work program deliverables with external contractors ensuring timely delivery and quality of work.
  • Lead peer reviews and share knowledge with contractor resources to ensure understanding of work assigned.
  • Work closely with QA team and contribute to the development of test plans, automation and participate in post-implementation support and reviews.
  • Adhere to quality standards and procedures, review modules for quality assurance and compliance.
  • Take the lead in performing software development, maintenance tasks, and contribute as a team member on larger initiatives.
  • Participates, as appropriate, in user training of new or revised systems/applications.
  • Strong presentation and collaboration skills with proven record of leading meetings and influencing stakeholders in multicultural environments.
  • Passion for innovation and staying up to date with the latest technology trends.
  • Ability to learn quickly and adapt to changing priorities.
  • Able to take personal ownership and accountability to meet deadlines and achieve agreed-upon results and has the personal organization to do so.

Selection Criteria

  • Master’s degree with 5 years relevant experience OR equivalent combination of education and experience.
  • Experience & knowledge in SDLC, SCRUM/Kanban, Agile methodologies are required.
  • Professional experience in Human Resource Management domain including workforce admin, benefits administration, tax, payroll, pension etc.
  • Extensive experience in integrating enterprise applications with cloud solutions.
  • Prior experience working with International Financial Institutions is a plus.
  • Relevant certification is a plus.

Required Skills:

  • Solid experience and excellent technical skills on PeopleSoft Development Platform – PeopleTools (releases 8.5x & above)
  • Solid experience and proficiency in Application Engines, SQR, Application Packages, PeopleCode, Event Mapping, Fluid development, Workflow, Component Interfaces and overall excellent technical skills on the PeopleSoft Development platform.
  • Advanced and in-depth experience in developing custom bolt-on systems in PeopleSoft.
  • Advanced experience in writing Complex SQL in Oracle with keeping performance in mind.
  • Strong experience with developing SOAP/REST based Web services using JSON and XML.
  • Strong working experience with PeopleSoft Integration Broker and other integration technologies for integration with other PeopleSoft or third-party applications within or across DMZ.
  • Experience working on modern authentication like SAML2.0, OAuth, Certificates, Azure AD/ADFS.
  • Extensive knowledge in developing PS Queries, Trees, XML Publisher, HTML, JavaScript, JQuery, CSS3, etc.
  • In-depth experience in retrofitting customized PeopleSoft Objects.
  • Good understanding of PeopleSoft Human Capital Management modules with solid understanding of PeopleSoft HCM core tables and setups like Job Codes, Action Reason, Country etc.
  • Solid understanding of SAFe Methodolgies and Agile Product Development.
  • Participated as a key contributor in several PeopleSoft custom implementations and upgrades for a large Organization or as a significant member of the team.
  • Outstanding conceptual, analytical, judgmental skills and problem-solving skills, including the ability to diagnose and resolve problems independently, as well as in collaboration with a team.
  • Good knowledge of PL/SQL is a plus
  • Good experience of PeopleSoft Mobile Application Platform and Fluid UI.
  • Good understanding of Cloud technology and integration with Azure, AWS, OCI or Azure cloud certification is a plus.
  • Ability and willingness to propose creative and optimal solutions.
  • Demonstrated ability to manage multiple projects and clients simultaneously, set priorities, and adapt to changing conditions.
  • Excellent communication and interpersonal skills.
  • Self-starter with a track record in learning new technologies.
  • Proficient in understanding and grasping new business processes quickly
  • Good understanding or have development working experience in SharePoint and Java web technology a plus.
