Télécoms Sans Frontières was founded in 1998 as the world’s first NGO focusing on emergency-response technologies. We enable people affected by humanitarian crises to communicate and regain a perspective on life.

2      About the Regional Base for Latin America and the Caribbean

In the Latin America and Caribbean region, the convergence of natural disasters and political instability has precipitated a mass displacement crisis. Harsh climate conditions, including hurricanes, earthquakes, and flooding, compel thousands to flee their homes each year.

Meanwhile, escalating violence fed by political turmoil and criminal networks exacerbates the situation, driving further displacement.

This turbulent combination forces families to embark on perilous journeys in search of safety, either within the region or beyond its borders.

TSF has been present in LA&C since October 2003 after inaugurating its first regional office in Managua, Nicaragua, to bridge the digital divide and intervene rapidly in case of a crisis or emergency in the region.

Since its establishment, TSF LA&C carried out 50 missions in 21 countries, becoming a key regional humanitarian actor.

TSF LA&C also implemented connectivity, access to information and digital inclusion, projects such as community Internet centers in Nicaragua, digital tools for food distribution in Guatemala, and informative screens for migrants and refugees in Mexico and Colombia.

In 2016, TSF LA&C moved its regional office to Guadalajara, Mexico.

TSF LA&C has worked with several humanitarian organizations in the region both for relief efforts and long-term impact, bringing ICT capabilities to enhance humanitarian response.

 

3     About the job

TSF is looking for a highly motivated individual to join our team and help us to enhance our response in Latin America and the Caribbean, by acting as an IT Officer.

The IT Officer will be based in Guadalajara, Mexico, with indetermined travel within Mexico and the Latin American and Caribbean Region.

 

3.1     Main tasks and responsibilities

  • Participate in relief responses in LA&C as the main referent for IT activities on the field, mainly connectivity, in support of IT staff from TSF HQ.
  • At some point with experience gained, become Head of Mission for relief responses within the region.
  • Test, maintain and have relief equipment ready for deployment.
  • Be the technical reference at the regional level to external actors / potential operational partners and potential private sector partners.
  • Support projects managed from the LATAM base, with IT capabilities, from the conception to the implementation. (I.e. Internet Safety/Digital Inclusion; Access to Information; Connectivity).
  • Identify and test new technologies useful for TSF programs and projects.

 

3.2     Job Requirements and skills

  • Bachelor’s degree in Telecommunications Network Engineering or similar
  • Background and/or interest in the humanitarian, development or social sectors.
  • Excellent written and oral communication skills in Spanish and English
  • Proven capacity to work in a self- directed manner as well as a demonstrated capacity to work collaboratively with the staff
  • Desire and flexibility to travel internationally
  • Demonstrated ability to contribute at both a strategic and an operational level
  • Personal skills: Collaborative, independent, result oriented.
  • Valid Passport
  • Possibility to transit through the USA (Valid US Visa, US Citizenship, ESTA, etc.)
  • Availability to participate in response missions on a short notice (24-48 hours)

 

3.3     Assets

  • French speaking
  • Previous experience working with International NGO’s.
  • Other IT competences

 

3.4  Conditions

  • Type of contract: Provision of Services contract.
  • Monthly payment: MXN 33,900.00
  • Possible compensation for health and housing services (to be discussed).
  • Duration: 12 months with possibility of extension (with a 3 months trial period)
  • Start: ASAP
  • Location: Guadalajara, México.

 

Attention

  • Part-time remote working according to TSF policy (2 days a week of remote work).
  • The applicant must have residency or a residence permit in Mexico.
  • The applicant must be willing to live and work in Guadalajara, México
