• The mission of the Corporate Information Technologies Department (CIT) is to leverage Information Technology to enable IFC’s strategic priorities and to support IFC’s business and operations. By acting as the technology partner and business enabler, the department provides state-of-the-art information and technology solutions to support IFC’s operations.
• CIT is seeking to hire multiple Software Development Engineering Leads who are highly motivated, self-starter and versatile with a strong technical background and relevant experience. Selected candidates will act as a technical subjective matter experts (SMEs) for development and/or leading the development of various products, implementation of Commercial-off-the-shelf (COTS) packages and maintenance of these products. The ideal candidate will have sound knowledge in Cloud technologies (Azure), configurations, custom development, integration development, web resources, security model and UI development. The positions will be based in Sofia, Bulgaria & Washington, DC.
• Note: One position in CITFN and another position in CITOP in multiple locations. The two selected candidates will be based either in Washington, DC and/or in Sofia, Bulgaria.

Duties & Accountabilities

As a Technical Lead the responsibilities may include, but are not limited to, the following:

• Collaborating with product managers to develop and implement solutions, ensuring alignment with business objectives and customer needs.
• Collaborating with the business users on solution development and support and/or integration processes. This involves understanding the requirements, conducting a fit-gap analysis of the existing application functionality, and creating a roadmap for new features.
• Taking a lead role in driving solution development / design and ensuring alignment with the project/program strategic objectives. Review technical specifications for planned work, maintaining the technical product backlog.
• Overseeing and contributing to multiple solution lifecycles from conception through launch and beyond, to ensure timely delivery of high-quality products.
• Establishing systems to monitor the operational efficiency of existing application systems and providing (or arranging for) proactive maintenance.
• Participating in systems design within an established framework. Providing direction to a team of staff and vendor resources in their area of expertise, and potentially managing vendor performance.
• Providing technical guidance and mentorship to team members and reviewing the deliverables to ensure alignment with WBG standards and guidelines.

Selection Criteria

• Master’s degree in computer science, information systems and or a related field with at least 7 years of relevant experience.
• Demonstrated expertise in implementing solutions for front office (case management or comparable) or back office (finance, budget, accounting) systems.
• Proven experience in leading technical teams to implement various systems while planning and executing project plans and preparing estimates.
• Demonstrated experience and proficiency in programming languages such as C#, .NET core is a must with knowledge in React, Angular or comparable front-end frameworks.
• Demonstrated Experience in microservices architecture, Open API Framework, API design.
• In Depth knowledge on Authentication/Authorization frameworks.
• Database knowledge, ability to review physical diagrams and work with DB developers.
• Strong knowledge in Secure coding principles, application security, data security.
• Maintaining code repository, backlog and source control using Azure DevOps.
• Familiarity and knowledge of working with COTS products is highly desired.
• Experience in using system health monitoring tools such as Splunk and AppInsights, AppDynamics, Dynatrace or comparable technologies. Prior experience in identifying and addressing performance and production issues, with demonstrated knowledge in logging and monitoring.
• Understanding of modular design principles to ensure that customizations/ custom development is as independent and non-intrusive as possible.
• Experience in integrating COTS products with other systems, including APIs, middleware, and data integration tools.
• Cloud Platforms: Proficiency in at least one major cloud platform (AWS, Azure, GCP) including services like compute, storage, mostly PaSS services.
• Cloud Migration: Experience in migrating applications. Highly desirable.
• Cloud Security: Knowledge of cloud security principles, identity, and access management (IAM), encryption, and compliance
