INTRODUCTION TO GGGI

The Climate Action and Inclusive Development (CAID) under the Investment and Policy Solutions Division is a global unit in GGGI situated in GGGI’s Seoul headquarters. The unit supports Members and Partners in the development of enabling environment policy for green growth transformations and inclusive climate action. Evidence-based analysis and broad stakeholder engagements at the heart of national, subnational and sector level policies is key to ambitious target-setting, robust low-carbon and resilient development pathways, and socially inclusive outcomes.

 

POSITION SUMMARY

The Junior Professional Officer (JPO) Program is to provide early career professionals interested in pursuing an international career in green growth development with an opportunity to acquire hands-on international work experience at GGGI and to develop a talent pipeline for GGGI.

The position will support CAID technical services across GGGI’s global program portfolio in the areas of ex-ante impact assessment of Climate policies adopted in member countries by; reviewing GGGI’s trends in climate policies and providing deep dives, to research what assessment methods have been developed by others, develop an approach to quantitatively assess/evaluate impact of these policies in terms of the GGGI Strategic Outcomes, and Prepare a GGGI Technical Report. These services will offer insights into how policies play out in countries with different income levels and political contexts. It also sheds light on how countries can design and implement climate policies. This work will also enable GGGI Member States to make informed decisions and plan their green growth and climate strategies. The report also highlights an ex-ante assessment method of the impacts of low-carbon policy implementation.

The position will also support knowledge generation and management. That includes supporting the technical report on outlining the most impactful policies for each of GGGI’s programmatic solutions, with examples from GGGI experience and recommendations for policies to pursue by GGGI members.

 

PURPOSE

  • Support on qualitative policy assessments and evaluating national climate change efforts and assessing the impact potential of accelerated sectoral climate action.
  • Support in the quantification of the impact of policies, methods to identify Paris-compatible investments.
  • Support in developing new and maintaining existing tools to synthesize and disseminate policy-relevant information in various thematic sectors.
  • Support knowledge generation and management in related areas

 

ENGAGEMENT

Provision of technical services

  • Conduct research and analysis across several GGGI projects that are embedded with governments in GGGI Member States and partner countries
  • Engage colleagues across GGGI’s divisions and units to understand demand for related services and develop effective methodologies and tools for enhanced green growth and climate planning and implementation

Knowledge generation and management

  • Based on project experience propose, develop and support publications and knowledge dissemination including through the organizing of internal and external knowledge events
  • Engage internally within the Community of Practice environment and contribute to knowledge exchange and capacity transfer across the organization

 

DELIVERY

  • Analyze data and information, assess results and draw conclusions;
  • Support in identifying 1-3 most impactful policies for each GGGI Programmatic Solution;
  • Support and provide an approach to assess, quantitatively, the impact of each of these policies in terms of the GGGI Strategic Outcomes;
  • Support the development of examples for the application of these impact assessment approaches based on GGGI work;
  • Compile and draft technical reports based on impactful policies for each GGGI Programmatic Solution;
  • Support the documentations of lessons and best practices, and drafting of knowledge products;
  • Support the organization of internal and external knowledge events such as events at Community of Practice platforms, conferences, Global Green Growth Week, etc.; and
  • Advocate green growth through economic analytical insights gained from country activities, and findings from knowledge sharing, South-South cooperation, and country-level capacity building activities.

 

REQUIREMENTS

QUALIFICATIONS

  • Master’s degree in economics with an interest/prior experience in quantitative impact evaluation or a relevant area in climate change economics, climate policy analysis or environmental studies.
  • Two years post-graduate work experience in relevant areas. The experience can include internships, volunteering, and unpaid assignments. The experience can be gained within a candidate’s country or outside.
  • Demonstrates commitment and passion to green growth through their academic studies and paid/unpaid work experience.
  • Age 32 or under at the commencement of the program.
  • Must be a national of GGGI member countries [list of member countries].
  • Analytical skills and the ability to work with quantitative data (undertaking assessments using quantitative indicators and an experience in modern data methods and tools as possible etc.).
  • Prior experience on quantitative impact assessment/ evaluation (ex-ante impact assessment) of climate policies would be an added advantage.

 

FUNCTIONAL

  • Demonstrates good communication and organizational skills and evidence of teamworking.
  • Excellent MS Office application skills required and experience of using databases a definite advantage.
  • The ability to undertake research and analyze data and experience of report writing.
  • Experience of living and/or working in multi-cultural contexts would be an advantage.
  • Excellent written and spoken English. The ability to speak a second language pertaining to GGGI’s member countries would be a plus.
  • Good understanding of green growth transitions and inclusive climate actions, and good technical understanding from related sectors.
  • Good understanding of climate policy, international climate and environmental agreements.
  • Hand on experience with climate policy analysis and design of approach to estimate impacts of climate policies (impactful policies). Experience in developing frameworks and methods to evaluate the sufficiency and fairness of individual governments’ contributions.
