Location: Paris, France

Duration of assignment: 2 years with possibility of extension for another year. The extension of appointment is subject to yearly review concerning priorities, availability of funds and satisfactory performance.

Please note that for participants of the JPO programme two years work experience are mandatory! Relevant work experience can be counted. In order to assess the eligibility of the candidates, we review the relevant experience acquired after obtaining the first university degree (usually bachelor’s degree)

The Organisation for Economic Co-operation and Development (OECD) is an international organization comprised of 38 member countries that works to build better policies for better lives. Our mission is to promote policies that will improve the economic and social well-being of people around the world. Together with governments, policy makers and citizens, we work on establishing evidence-based international standards, and finding solutions to a range of social, economic and environmental challenges. From improving economic performance and creating jobs to fostering strong education and fighting international tax evasion, we provide a unique forum and knowledge hub for data and analysis, exchange of experiences, best-practice sharing, and advice on public policies and international standard-setting. The Development Co-operation Directorate (DCD) encourages co-ordinated, innovative, international action to accelerate the implementation of the 2030 Agenda in developing countries, and improve the financing of the Sustainable Development Goals (SDGs). The Directorate helps set international standards for development co operation, supporting the OECD Development Assistance Committee (DAC), and monitors how donors deliver on their commitments. Drawing upon OECD-wide expertise, DCD supports members and partners with data, analysis and guidance.

In a rapidly evolving global landscape, the foundations of development co operation face unprecedented challenges. Emerging trends such as the shift towards a multipolar world, the impact of climate change, the setbacks in democracy and human rights, are reshaping the very essence of international solidarity. The traditional DAC model no longer resonates with new generations seeking alternative solutions in developing countries. DAC members acknowledge the need for rapid adaptation to new political and development realities and DCD is drawing up pathways to enable its members to adapt their development co-operation in these contexts

of constrained political dialogue, continuing to support countries and their populations during periods of crisis, taking account of locally led priorities while remaining faithful to the principles and values that underpin the DAC’s action.

This work is primarily undertaken by the Governance Network (GovNet) and the International Network on Conflict and Fragility (INCAF), two of DAC’s subsidiary bodies that are unique networks of bilateral donors and key multilateral agencies working on governance issues and on fragility and conflicts. Linking with other networks and expertise within and outside the OECD, these networks provide a “safe space” where members can share best practices and face up to the very real challenges of delivering results in these politically constrained environments.

To support this work, DCD is looking for a Junior Professional Officer (JPO) to support its delivery of the DAC Programme of Work 2023-2024. As such, the successful candidate will undertake various activities from conducting research and analysis in support of the implementation of the ‘Politically constrained environments’ workstream. The successful candidate will play an active role in liaising with internal and external stakeholders associated with this workstream.

The JPO will report to the Head of Division, Global Partnerships and Policies, and work directly with different teams in the Division.


Main Responsibilities

Policy analysis and advice

  • Support the secretariat function of both INCAF and GovNet in delivering on the politically constrained environments workstream.
  • Support and deliver background research on the different dimensions of development co‑operation in politically constrained environments.
  • Support the team’s knowledge management initiatives to present quantitative and qualitative evidence, analysis and policy advice, building on existing products and assessments and conducting additional research as needed.
  • Identify new and original research that adds to the OECD’s and INCAF’s knowledge base on development in politically constrained environments, including by gathering the necessary evidence to produce any potential outputs. This may involve desk research, interviews and country case studies.
  • Stay informed of DAC members’ positions and thinking regarding thematic issues related to governance and fragility, in order to support DCD in shaping research and outreach priorities that are relevant and useful to our members.

Meeting support and facilitation

  • Design outreach and informational material in close co‑operation with the communications team, and assist with organising launch events, workshops, conferences and other meetings, as relevant.
  • Liaise with other OECD teams and departments engaged in development in politically constrained environments.

Representation and liaison

  • Engage with OECD‑DAC members and non‑OECD bodies, academics, researchers, practitioners, civil society, etc. on issues relating to governance, autocratisation and crises.

Other tasks

  • Contribute to multi-disciplinary tasks and projects across the OECD and with key partners that are relevant to politically constrained environments.

Ideal Candidate Profile

Academic Background

  • A Master‘s degree in political science, international relations, governance, development studies or other relevant discipline.

Professional Background

  • At least two years of experience in working on issues relating to development co-operation in national governments, international organisations or think tanks. A focus on governance, autocratisation or crises is a strong asset.
  • Demonstrable experience in one or more fragile contexts would be an advantage.
  • Demonstrable knowledge of key conflict, crises and fragility issues and their main debates.
  • Ability to organise and summarise complex material clearly for both specialised and non-specialised audiences using different written and verbal media.
  • Excellent organisational, communication and, especially, drafting skills.

Tools

  • Proficiency in the use of standard (Microsoft Office) software applications.
  • Proficiency in the use of “R” or other statistical software would be an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reaching a good working level.
