Duration of assignment: 2 years with possibility of extension for another year. The extension of appointment is subject to yearly review concerning priorities, availability of funds and satisfactory performance.
Please note that for participants of the JPO programme two years work experience are mandatory! Relevant work experience can be counted. In order to assess the eligibility of the candidates, we review the relevant experience acquired after obtaining the first university degree (usually bachelor’s degree)
The Organisation for Economic Co-operation and Development (OECD) is an international organization comprised of 38 member countries that works to build better policies for better lives. Together with governments, policy makers and citizens, we work on establishing evidence-based international standards, and finding solutions to a range of social, economic and environmental challenges. The Development Co-operation Directorate (DCD) encourages co-ordinated, innovative, international action to accelerate the implementation of the 2030 Agenda in developing countries, and improve the financing of the Sustainable Development Goals (SDGs). The Directorate helps set international standards for development co operation, supporting the OECD Development Assistance Committee (DAC), and monitors how donors deliver on their commitments. Drawing upon OECD-wide expertise, DCD supports members and partners with data, analysis and guidance.
In a rapidly evolving global landscape, the foundations of development co operation face unprecedented challenges. Emerging trends such as the shift towards a multipolar world, the impact of climate change, the setbacks in democracy and human rights, are reshaping the very essence of international solidarity. The traditional DAC model no longer resonates with new generations seeking alternative solutions in developing countries. DAC members acknowledge the need for rapid adaptation to new political and development realities and DCD is drawing up pathways to enable its members to adapt their development co-operation in these contexts
of constrained political dialogue, continuing to support countries and their populations during periods of crisis, taking account of locally led priorities while remaining faithful to the principles and values that underpin the DAC’s action.
This work is primarily undertaken by the Governance Network (GovNet) and the International Network on Conflict and Fragility (INCAF), two of DAC’s subsidiary bodies that are unique networks of bilateral donors and key multilateral agencies working on governance issues and on fragility and conflicts. Linking with other networks and expertise within and outside the OECD, these networks provide a “safe space” where members can share best practices and face up to the very real challenges of delivering results in these politically constrained environments.
To support this work, DCD is looking for a Junior Professional Officer (JPO) to support its delivery of the DAC Programme of Work 2023-2024. As such, the successful candidate will undertake various activities from conducting research and analysis in support of the implementation of the ‘Politically constrained environments’ workstream. The successful candidate will play an active role in liaising with internal and external stakeholders associated with this workstream.
The JPO will report to the Head of Division, Global Partnerships and Policies, and work directly with different teams in the Division.
