Duration of assignment: 2 years with possibility of extension for another year. The extension of appointment is subject to yearly review concerning priorities, availability of funds and satisfactory performance.
Please note that for participants of the JPO programme two years work experience are mandatory! Relevant work experience can be counted. In order to assess the eligibility of the candidates, we review the relevant experience acquired after obtaining the first university degree (usually bachelor’s degree)

The International Energy Agency is an intergovernmental organisation that provides policy advice, analysis and data on energy security, energy policy and clean energy transitions. The 32 member countries and 13 association countries of the IEA represent 75% of global energy demand. The IEA is headquartered in Paris, and has recently opened its first regional office, in Singapore.
The IEA’s Office of Energy Efficiency and Inclusive Transitions (EEIT) is responsible for IEA’s work on energy efficiency with member and partner countries, and for global engagement and outreach on the topic. It has a range of active programmes supporting governments with analysis, data and policy advice. It facilitates the exchange of best practices, capacity building for policy makers, and analysis of policies and their impacts. It also has specific policy support programmes for emerging and developing economies. EEIT also leads the IEA’s work with governments in people-centred transitions, including issues of labour, skills, inclusion and fairness.
EEIT would warmly welcome hosting a Junior Professional Officer (JPO) to work as part of the EEIT team. The proposed focus is on supporting governments to develop and implement stronger energy efficiency policies in support of the COP28 global agreement to work towards a doubling in annual energy efficiency progress this decade.
The JPO would be fully integrated into the EEIT team of experts and analysts, and report to a senior manager in the Office. JPOs work in a strongly collaborative environment and are given significant developmental opportunities as well as international exposure. JPOs attain new skills and competences, broader global perspectives, and well developed international networks. It is also quite common for JPOs to move into official roles in the IEA through success in recruitment processes.
Main Responsibilities
At the COP28 summit at the end of 2023, nearly 200 countries reached a landmark agreement to work together to collectively double the global average annual rate of energy efficiency improvements by 2030. Governments are now responding to the new ambition with a renewed and enhanced focus on energy efficiency, and seeking opportunities to introduce new policies or strengthen existing ones. Many are already working with the IEA to collaborate on exchange of best practice, sharing of learnings, and identification of new policy opportunities. The IEA’s flagship events and publications, including the Energy Efficiency market report and the Energy Efficiency Progress Tracker, are at the centre of this work.
The proposed JPO would be part of a small focused team leading this important and high profile work. The project would deliver specific outputs in 2025 and 2026 in the form of enhanced analysis, policy advice, and communication products.
