1.         General Information

Job Title: JPO, Junior Professional Officer (Environment and Climate Finance)

Agency: FAO – Food and Agriculture Organization

Unit: Office of the Director (CFID), FAO Investment Centre (CFI)

Country and Duty Station:    Rome, Italy

Duration of assignment: 2 years with possibility of extension for another year. The extension of appointment is subject to yearly review concerning priorities, availability of funds, and satisfactory performance.

Please note that for participants of the FAO JPO-Programme at least three years of work experience are mandatory! Relevant work experience can be counted. In order to assess the eligibility of the candidates, we review the relevant experience acquired after obtaining the first university degree (usually bachelor’s degree).

2.         Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

The FAO Investment Centre (CFI) provides investment and finance solutions that lead to more efficient, sustainable, inclusive and resilient agrifood systems. Working in over 120 countries, the Centre provides a full suite of investment and finance support to FAO members. It partners with governments, international and national financing institutions, the private sector and farmers, research institutions and academia to improve the quality and quantity of agrifood investment. The Centre’s four main areas of work include support to strategic investment planning and policy, public investment, private investment, and innovative finance. These are complemented by the knowledge for investment and capacity development for investment programmes that serve to share knowledge, learn and build capacities at country level.

The post is located in the Office of the Director, (CFID) of the FAO Investment Centre (CFI) at FAO headquarters in Rome, Italy.

Reporting Lines

The Junior Professional Officer (Environment and Climate Finance) reports to the Senior Adviser – Climate and Environment, CFID.

Technical Focus

The Junior Professional Officer (Environment and Climate Finance), provides analytical and technical support on financing sustainable natural resources management and concerned institutions, including land, water, agriculture, fisheries, forestry, biological diversity and other environmental services and related livelihoods activities, in addition to addressing climate change and resilience matters for the formulation, implementation and evaluation of investment policies, strategies, programmes and projects in food and agriculture.

Key Results

Collection, analysis and review of information, data and statistics, and project/meeting services to support programme products, projects, publications and services.

3.         Key Functions

  • Collects, reviews/cross checks and/or analyses relevant agricultural, economic, trade, market, social, environmental, nutrition/food composition and/or gender related data, statistics and information to support delivery of programme projects, products, publications and services.
  • Undertakes analysis, provides technical input for plans and reports and edits/ revises technical documents and/or publications.
  • Participates in the development of improved tools and methodologies.
  • Updates databases and web pages.
  • Participates in multi-disciplinary projects/ work teams.
  • Participates in the development of training materials and the organization of workshops/ seminar.
  • Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners.

4.         Specific Functions

  • Supports the analysis of trends in public and private climate and environmental finance of relevance to the agriculture sectors and food systems.
  • Assists in the assessment of key requirements and opportunities of specific climate and environmental finance mechanisms, in particular carbon markets, to support investments for sustainable development in the agriculture sectors and food systems in developing and transition countries.
  • Supports the preparation of environment and climate change mitigation/adaption strategies, plans and investments, considering, technical and environmental feasibility and compliance with national policies and priorities.
  • Participates in the design process for investment projects working at the nexus between agriculture and environment, to achieve both increased agriculture production and significant environmental benefit.
  • Participates in multidisciplinary teams and field assignments for the preparation, implementation support and evaluation of investment operations.
  • Supports the preparation and participates in policy dialogue and capacity development programmes related to climate and environmental finance in the agriculture sectors and rural development.
  • Contributes to the identification and application of relevant tools to inform climate-smart investment design to enhance the achievement of climate objectives and access climate finance.
  • Supports the analysis of trends, opportunities and emerging good practice in reporting and transparency mechanisms, such as Environmental, Social, Governance (ESG) criteria and tracking tools, to enhance sustainability of investments in the agriculture sectors and food systems.
  • Prepares reports in accordance with governmentsand financing partners’ requirements.

5.         General requirements

Candidates will be assessed against the following:

Minimum Requirements

  • Master’s degree in economics, finance, environmental sciences, natural resources management, agriculture, forestry, fisheries, ecology, biological sciences or a related field.
  • Three years of relevant experience in climate finance or climate and/or environment related investments, preferably in the agriculture sectors and/or food systems or in any closely related field.
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  • Extent and relevance of experience in technical fields related to climate finance and carbon markets, climate and environmental investments, addressing climate change risks and greenhouse gas (GHG) mitigation opportunities in the agriculture sectors and rural development.
  • Work experience in more than one location or area of work, particularly in field positions, is desirable.
  • Knowledge and application of tools to inform and shape environmental and climate investments in the agriculture sectors and food systems.
  • Extent and relevance of experience in participating in multidisciplinary teams for the preparation of strategies and sector studies as well as formulation, implementation support or evaluation of agriculture sectors and food systems, with a focus on environmental and climate change aspects.
  • Extent and relevance of experience in policy dialogue and capacity development for environmental and climate investments and finance in the agriculture sectors and food systems.
  • Demonstrated capacity to write technical reports in English.
  • Working knowledge (proficient – level C) of another FAO official language is considered a strong asset.
