Location: Paris, France

Duration of assignment: 2 years with possibility of extension for another year. The extension of appointment is subject to yearly review concerning priorities, availability of funds and satisfactory performance.

Please note that for participants of the JPO programme two years work experience are mandatory! Relevant work experience can be counted. In order to assess the eligibility of the candidates, we review the relevant experience acquired after obtaining the first university degree (usually bachelor’s degree)

The Trade and Agriculture Directorate (TAD) is the focal point for the OECD’s work on trade and agriculture, both international and domestic. In line with the strategic objectives of the Secretary-General, TAD provides relevant and timely information, analysis and advice in support of governments’ efforts to improve the domestic and international performance of their trade, agriculture, food and fishery policies and to maintain the orderly use of export credits.

The Trade Policy Division (TPD)’s key objective is to provide evidence-based policy advice in support of the OECD’s role in promoting open markets and a rules-based international trading system in good working order. Policy themes include (i) sustainable and resilient supply chains, (ii) trade liberalisation, facilitation and digitalization, (iii) economic security, and (iv) inclusive and sustainable trade, including with regard to workers, gender, indigenous peoples and the environment. TPD’s work involves a mix of analytical and policy-oriented research, the communication of outputs (for usage, awareness and effect), and engagement with multilateral trade and economic fora such as OECD regional programmes, the WTO, G20, G7 and APEC.

Work is conducted in a multicultural environment by a team of highly qualified and experienced staff.

The Trade Policy Division (TPD) is looking for a Junior Trade Policy Analyst to contribute to research and analysis on trade and trade-related policy issues, pursuant to the OECD Trade Committee’s Programme of Work and Budget. They will contribute to the communication of outputs for usage, awareness and effect. The successful candidate will work under the supervision of the Head of Trade Policy Division in the Trade and Agriculture Directorate.


Main Responsibilities

Research, Analysis and Drafting

  • Contribute to the planning, research and drafting of analytical and conceptual reports to provide economic and policy analysis of trade policy issues of relevance to the OECD Trade Committee.
  • Maintain databases and contribute to technical analysis focused on structural changes in supply chains and efforts to promote resilience and preparedness in supply chains.
  • Support the drafting of reports and publications discussing effects of digital trade on workers.
  • Contribute to the preparation of policy notes, presentations, and briefing material that are clear, concise and relevant for policy makers regarding relevant areas of expertise (e.g. sustainable and inclusive trade; trade facilitation; barriers to services trade).
  • Keep abreast of national and international developments with respect to trade and investment, bring these to the work of the Division and inform colleagues of these developments as appropriate.

 

Liaison and Representation 

  • Liaise with national authorities and experts, other OECD directorates, and international agencies and participate in multidisciplinary and inter-directorate activities. Collaborate with colleagues in other parts of the OECD Secretariat on cross-cutting projects, as appropriate.
  • Support the preparation of briefing material summarizing the Division’s work for multilateral and economic fora, such as the WTO, G20, G7 and APEC.
  • Participate in meetings of the Trade Committee and its Working Party and assist in the preparation of expert meetings (including preparation of aide-memoires and carrying out other organisational tasks).

Ideal Candidate Profile

Academic Background

  • A Master‘s degree in economics or a related subject with links to the field of international trade.

 

Professional Background

  • A minimum of two years’ experience in research and policy analysis related to international trade.
  • Proven capacity for sound analytical and policy-orientated work; ability to execute effectively research or project assignments; proven ability to synthesise technical and policy-orientated issues for a practical-minded audience at governmental or intergovernmental level.
  • Proven ability to master new topics rapidly, and to draft clear and concise material, including under short deadlines.
  • Experience in the areas of (i) supply chain preparedness and resilience, (ii) digital trade, (iii) economic security, or (iv) sustainable and inclusive trade, would be an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.
