1. General Information
Job Title: JPO, Operations Coordination Specialist (Fragile and Conflict-Affected Situations)
Organization: ADB – Asian Development Bank
Department: Climate Change and Sustainable Development Department (CCSD)
Country and Duty Station: Manila, Philippines
Duration of assignment: 2 years with possibility of extension for another year
The extension of appointment is subject to yearly review concerning priorities, availability of funds, and satisfactory performance.
Please note that for participants of the JPO-Programme three years work experience are mandatory when applying for ADB! Relevant work experience can be counted. In order to assess the eligibility of the candidates, we review the relevant experience acquired after obtaining the first university degree (usually bachelor’s degree).
Overview

The position is assigned in the Fragility and Engagement Division (CCFE) within the Climate Change and Sustainable Development Department (CCSD). CCSD provides leadership in thematic operations, knowledge innovation, and partnerships to position the ADB as the region’s climate bank. CCFE leads the coordination and implementation of ADB activities and initiatives on fragile and conflict-affected situations (FCAS) and small island developing states (SIDS), including undertaking fragility assessments, defining strategic approaches, reporting on development outcomes in FCAS countries, and developing technical assistance projects, knowledge products and services geared towards improving operations in FCAS countries. The incumbent will provide international technical expertise in program and project design for FCAS to support ADB operations, including development of differentiated approaches. He/she will also support the institutional mainstreaming of new approaches.

2. Job Purpose & Responsibilities
The Operations Coordination Specialist (Fragile and Conflict-Affected Situations will support
ADB’s approach as applied to context sensitive situations specifically for ADB operations in FCAS with a focus on supporting thought leadership on development issues related to climate change and fragility and conflict. The incumbent will work with the knowledge and analytics group of the FCAS and SIDS team, and report to the Director, Fragility and Engagement.

Responsibilities:
- Participate as part of the core team in the implementation of the ADB FCAS and Small-Island Developing States (SIDS) Approach (FSA).
- Support the team’s thought leadership on development issues related to climate change and fragility and conflict. This will include:
- reviewing academic and policy research to identify knowledge gaps and areas for priority research engagement;
- producing and presenting targeted research and analysis, including contribution to briefs and publications; and
- coordinating closely with the Climate Change division.
- Support the ADB FCAS team in supporting country operations, including development of a political/economic early warning and monitoring system for fragility and conflict.
- Build partnerships and collaborate on specific knowledge products with external experts inter alia with academia, think tanks, research institutes and other development partner institutions.
3. Relevant Experience & Requirements
- Master’s Degree in political science, social sciences, economics or relevant fields.
- At least three to four years of relevant professional experience, including demonstrated understanding of the international development assistance architecture, cooperation with international donors, especially in the context of change processes, project management and consulting for international institutions such as multilateral banks.
- Excellent written and verbal communication skills in English required.
- Knowledge of sector-specific issues such as project implementation in a fragile context, fragility, climate change and natural hazards.
- Diplomatic skills combined with intercultural competence.
- Experience in working with interdisciplinary teams.
- Distinctive conceptual and analytical skills as well as a high level of consulting competence.
- International experience working in several countries, ideally in the Asian region and in
- fragile contexts preferred.
- Readiness for business trips, if necessary, to conflict-sensitive regions and countries.

4. General Considerations
The selected candidate is appointed for a term of 2 years.
