The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

The Executive Office (EO) provides support to the CEB’s leadership and identifies strategic development and business transformation opportunities to broaden the CEB’s strategic perspectives and ensure a better delivery of its mandate. EO supports the Governor in his leadership role, coordinates with appointed officials, and explores opportunities for new developments and partnerships.

The Executive Office is looking for a skilled Junior Advisor to support the Bank’s engagement in the Group of Heads of Multilateral Development Banks’ (MDBs) and contribute to the preparation of key documents and events. The Group of Heads of MDBs is an informal forum to foster dialogue and coordination among the leaders of major development banks. The objective is to enhance MDBs’ collective effectiveness and increase the scale of support to client countries to tackle urgent development challenges. Current topics under discussion include MDB lending capacity, climate finance, country-level collaboration and co-financing, private sector mobilization, development effectiveness and impact.

The successful candidate will be a driven individual with knowledge of multilateral development banks’ work, excellent analytical skills and strong communication capacities to operate efficiently in a multicultural environment. S/he will report to the Director of the Executive Office (Chief of Staff) and work in close collaboration with Directorates and colleagues across the CEB.

Academic qualifications:
An advanced university degree in Economics or related field. .
Professional experience:
Proven experience in related function such as strategic planning or external relations, acquired ideally in an MDB or other international organisation, European Institution, national government or related organisation.
Excellent knowledge of MDBs’ work and activities, as well as the global and political context within which the MDBs operate (such as the G20).
Very strong analytical skills.
Strong capacity to interact with efficiency and diplomacy in a multicultural environment.
Strong sense of teamwork, organisational and coordination skills.
Ability to work in a fast-paced environment under tight deadlines, with flexible work assignments.
Strong writing skills to draft clear, concise and convincing reports, speeches and presentations for high-level officials.
Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and good knowledge of the other.
Knowledge of one or more other Member country language(s) is an asset.
