The Proposal Manager will provide the leadership and management to guide teams of Cydecor personnel and consultants in developing winning proposals to help the company meet its growth targets. The Proposal Manager will be responsible for the full lifecycle of proposal response and delivery functions to include pre-RFP workup, as early as 6 months in advance of an RFP, to produce a high volume of quality, winning bid responses for DoD/IC procurements.

The OPSEC and Foreign Policy Analyst will provide timely, pertinent analysis and recommendations to leadership of Naval Sea Systems Command (NAVSEA) Expeditionary Missions Program Office (PMS 408) at its Headquarters in Washington, D.C. This position will provide technical, analytical, and policy support for security cooperation initiatives and will provide security support for program office, protecting critical information.

Role and Responsibilities:

  • Coordinate public release of technical papers, conference briefs, and weapon specification sheets.  Review content, referencing Security Classification Guides (SCG) and Subject Matter Experts (SME), sanitizing/redacting information as necessary.  
  • Provide support to NATO Team of Experts (ToE) on Electronic Countermeasures (ECM) for Radio-Controlled Improvised Explosive Devises (RCIED) Chairman; assist in planning overseas NATO exercises and facilitate classified multi-lateral technical exhanges.  
  • Review export license requests and provide recommendations to PMS 408 Leadership and Navy International Programs Office (NIPO).
  • Determine suitability of Controlled Unclassified Information (CUI) and Classified Military Information (CMI) for disclosure to foreign governments and international organizations in accordance with the National Disclosure Policy (NDP-1), applicable DoD policy guidance, service policy, international agreements, and FMS case scope.
  • Schedule Secure Video Teleconferences (SVTC) for PMS 408 staff.  Facilitate sending visit requests through Defense Information Security System (DISS) for PMS 408 staff.
  • Prepare briefing materials, author formal correspondence, and write position papers to promote policy initiatives.
  • Review information flagged as potential classified spillages. Consult relevant guidance and issue classification determination. Initiate and coordinate mitigation response process.
  • Monitor and analyze international developments and public policy issues and trends. Consult relevant intelligence, national security strategies, and Navy and DoD Issuances.
  • Provide senior military and civilian leaders with analysis of export policy pertaining to military information and systems within the PMS 408 portfolio. Develop policy options to achieve Program Office international security cooperation objectives.

Clearance:

  • Secret

Required Technical and Professional Expertise:

  • Current DoD Secret clearance.
  • 1+ years of experience supporting an organization in a related field.
  • Undergraduate degree (BA/BS) in International Relations or related field of study.
  • Strong communication, interpersonal and negotiation skills.
  • Demonstrated knowledge of U.S. foreign policy, U.S. military strategy, capabilities, and activities.
  • Familiarity with TTSARB, NDP-1, Navy Foreign Disclosure Manual (SECNAV M-5510.34).  
  • Completion of NIPO Foreign Disclosure Course.
