Background & Purpose of the Assignment:
World Food Programme (WFP) is the largest humanitarian organization, at the front lines to saving lives and changing lives of the vulnerable populations. In Bangladesh, WFP supports communities through provision of food assistance, as well as building capacities to improve resilience sustainabile development.
For the past years, WFP has implemented various resilience-building activities in Bangladeshi communities, including disaster risk reduction, self-reliance through creation of community infrastructures, livelihoods and market linkages. Market linkages activities aim to improve the productivity and incomes of smallholder farmers (SHF) by linking their produce to a predictable and sustainable markets. WFP recognizes the importance of supporting SHFs for food security, economic development and social cohesion between the host communities and the refugees.
Support to SHFs can be provided through a number of ways, including through their farmer organizations (FOs) and aggregation centers (ACs). The Farmer Organization Readiness and Maturity Assessment (FORMA) Tool will be used to assess the readiness and maturity of farmer organizations to effectively participate in and fully benefit from market linkages interventions. WFP supports market linkages through Aggregation Centres (ACs), and currently there are 2 ACs operated by WFP, in Kurigram; this is meant to scale-up and link with national social protection mecchanisms. To enhance the market linkages interventions, WFP consider the possibility of transforming the current ACs into Agricultural Business Services Centres (ABSC).
Accountabilities/Responsibilities:
1. Conduct a thorough review of existing literature, tools, and frameworks related to ACs development, food market development and challenges, capacity assessment, and resilience building.
2. Engage stakeholders, including ACs management, SHF, UN agencies, partners, government entities, community leaders, local authorities, and other relevant partners, to gather input and feedback on the design and overall management assessment process.
3. Manage activities to implement FORMA include:
4. Develop a monitoring and evaluation framework to track the progress and impact of the interventions on the ACs and the communities they serve.
5. Organize a workshop with local partners to disseminate results and foster strategic partnerships.

Qualifications & Experience Required:
Education: University degree in Sociology, Social Development, Development Economics or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.
Experience: 1-2 years’ experience in humanitarian/development field.
Preferred: previous experience working with WFP/other UN agencies/implementing partners, conducting reviews, evaluations or monitoring exercises.
Languages: Fluency (level C) in English language and the duty station’s language, if different.
