Junior Consultant Multilingualism

Within the framework of UNESCO’s work on Multilingualism and Linguistic Diversity and the Promotion of the International Decade of Indigenous Languages (2022-2032), the consultant will backstop development, visualization and improvement of UNESCO’s World Atlas of Languages (WAL); support activities related to the 2003 Recommendation Concerning the Promotion and Use of Multilingualism and Universal Access to Cyberspace and monitor and give technical backstopping for the development of National Action Plans and digital empowerment activities within the framework of the International Decade of Indigenous Languages
Under the overall authority of the Director for the Division for Digital Inclusion and Policies and Digital Transformation, the Chief of the Section for Universal Access to Information and Digital Inclusion, and the Advisor for Communication & Information, the consultant shall:
For the World Atlas of Languages:
  • Provide technical support on the development of the Atlas to maintain a functioning platform for all data provided to UNESCO,
  • Execute data analytics methods to enhance user experience and user interface of the platform;
  • Perform troubleshooting and quality assurance exercises to ensure that the website runs according to UNESCO’s standards and produced weekly reports;
  • Produce summary statistics for country, region, and language profiles and prepare weekly reports;
  • Work closely with the Ad Hoc Expert Committee established for data governance and provide technical backstopping to guarantee a smooth, qualitative, and timely data management by:
  • Preparing agendas and workplans for Ad Hoc Committee deliberations;
  • Ensuring smooth communication between the members of the Ad Hoc Committee and UNESCO;
  • Preparing data and information summaries to backstop activities of the Ad Hoc Committee;
  • Prepare regular briefings and succinct reports of the work and outcomes of the Ad Hoc Committee.
Backstop the work of the World Atlas of Languages Focal Points by:
  • Training and Onboarding: Provide comprehensive training to new Focal Points on the WAL platform, including its features, functionalities, and best practices;
  • Developing training materials and resources for ongoing reference and support;
  • Establishing a regular communication channel with Focal Points to address queries, provide updates, and share relevant information;
  • Supporting the organization of campaign, periodic meetings or webinars to discuss progress, challenges, and share success stories;
  • Working as a dedicated helpdesk or support system to assist Focal Points with technical issues, and platform-related queries and ensure prompt response to technical support requests;
  • Implementing a robust data quality assurance process to review data submitted by Focal Points in collaboration with the Ad Hoc Expert Committee;
  • Promoting the WAL and the work of Focal Points through various channels to encourage participation and engagement;
  • Assessing capacities, needs, gaps and opportunities for the improvement of the WAL platform;
For the 2003 Recommendation (Multilingualism and Universal Access to Cyberspace):
  • Support to develop a framework for continuous monitoring Member States’ activities and initiatives related to the implementation of the Recommendation;
  • Establish communication channels to liaise with Member States, collecting relevant data, updates, and progress reports on their efforts to implement the Recommendation;
  • Regularly review and analyze the submitted information to assess the extent to which Member States are meeting the provisions of the Recommendation;
  • Identify challenges and best practices in Member States’ initiatives, providing recommendations for improvement where necessary to implement Universal Acceptance;
  • Work closely with relevant stakeholders, including Member States, international organizations, and other partners, to gather comprehensive information for the preparation of consolidated reports;
  • Compile and synthesize the collected information into consolidated reports that highlight global trends, achievements, challenges, and recommendations related to multilingualism and universal access to cyberspace;
  • Contribute insights and analysis to the reports, emphasizing the impact of Member States’ initiatives on the overarching goals of the Recommendation;
  • Contribute’ to the preparation of the consolidated reports on the 2003 Recommendation Concerning the Promotion and Use of Multilingualism and Universal Access to Cyberspace.
For the International Decade of Indigenous Languages (2022-2032):
  • Contribute to the coordination of the International Decade of Indigenous Languages 2022-2032 including but not limited to support to the Global Task Force for Making a Decade of Action for Indigenous Languages and the UNESCO Intersectoral Task Team in the drafting of background documents, agendas, speeches, and news items; daily communications with partners and follow-up including supporting reporting exercises;
  • Support the Section for Universal Access to Information’s work on implementing the Global Action Plan of the International Decade of Indigenous Languages, with a particular focus on activities aimed at creating favorable conditions for digital empowerment, access to information and language technology;
  • Support partnership building efforts in preserving, revitalization and promotion of Indigenous languages;
  • Contribute to the drafting and preparation of concept notes, speeches; reports, including through background research, and review of existing literature and policies; as well as the preparation of fundraising proposals on linguistic diversity and multilingualism.
Required Qualifications:
Education:
  • Advanced university degree (Master’s or higher) in social sciences; statistics or information technology.
Work Experience:
  • At least 3 years of experience in a data base management, data analytics or similar role.
  • Experience in data curation and data visualization and
  • Experience in projects related to Multilingualism.
  • Knowledge of monitoring of UNESCO recommendation.
Skills/Competencies:
  • Excellent data analytics skills, especially data cleansing, integration and warehousing.;
  • Excellent drafting skills;
  • Excellent communication skills (written and oral) and able to exchange information on complex issues.;
  • Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners.;
  • Excellent organization and planning skills, including the ability to organize own work priorities and deadlines. Discretion and maturity of judgement.
  • Ability to work under pressure.
  • Solid computer skills including advanced knowledge of office software such as Word and Excel. Some knowledge of Drupal will be an asset.
Languages:
  • Excellent knowledge of English or French.
  • Good Knowledge of Spanish.
