Background/Context
UN Women emphasize the prevention of violence against women and girls (VAWG) through transforming negative social norms and strengthening the availability of services to women UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Serbia partners with the state stakeholders and civil sector organisations (CSOs) to enhance legislative and policy environment on eliminating VAWG, to advocate for ending VAWG, increase awareness of its causes and consequences, build capacity of partners and promote the need for changing norms towards advancing gender equality and women’s rights.
Under the Project Improving Safety of Women in Serbia and Montenegro (ISWSMNE), funded by the Ministry of Foreign Affairs of Norway, UNW Serbia is in Montenegro (MNE) working with Ministry of Justice MNE and specialized women CSOs to ensure that women and girls in Montenegro live in a society free from gender-stereotypes and violence.
The Ministry of Justice MNE has significant role in ensuring the safety of all citizens, including better protection from the violence of women and girls, upholding the rule of law and ensuring the exercise of human and minority rights. It is a prominent state authority in charge of monitoring the implementation of the Law on Domestic Violence Protection, as well as the Criminal Code that are envisaging protection measures against the perpetrator of violence. The Directorate for the Information System of the Judiciary and Data Security of the Ministry is responsible for making the necessary product specification in the procurement processes of electronic monitoring equipment/devices (EMS) and providing their full functionality, ensuring reliable operation of the central monitoring server that receives information from electronic monitoring devices, providing assistance and support to the Directorate of Probation in cases of technical problems in the operation of the system for electronic monitoring and/or problems during devices operation as well as for establishing comprehensive communication with the supplier/manufacturer of equipment/devices for electronic monitoring.
The ISWSMNE project component in Montenegro aims to increase Ministry of Justice MNE human and organizational capacities for the implementation of the protection measures – the bracelets for victim(s) and perpetrator(s) system (EMS). Therefore, the UN Women is seeking one National Consultant to support the Directorate for the Information System of the Judiciary and Data Security for the implementation of electronic monitoring system (EMS).
The objective of this assignment is to support the Directorate for the Information System of the Judiciary and Data Security of the Ministry of Justice MNE in carrying out activities related to enabling full functionality and service continuity of the electronic monitoring system (EMS) related to implementation of restraining order security measure for perpetrators of gender-based violence, in cooperation with representatives of the company that provides support services for the maintenance of the EMS.
Description of Responsibilities/ Scope of Work
Working under the overall supervision of the UN Women Project Officer and head of the Directorate for the Information System of the Judiciary and Data Security of the Ministry of Justice MNE, based on the requests of the Head of the Directorate, the consultants will be responsible for the following:
