The Directorate for Employment, Labour and Social Affairs (ELS) is the focal point for the OECD’s work on building more inclusive and fair societies through policy advice related to quality jobs, continuous investment in human capital, reduction in poverty and social exclusion, better health-care systems and good management of migration flows. The Directorates work involves a mix of analytical and policy-oriented research which is conducted in a dynamic, multicultural environment by a team of highly-qualified and experienced economists.

The Jobs and Income Division (ELS/JAI) is looking for one or several junior economist(s) with knowledge of labour market, social protection and inequality issues to carry out analytical and policy-oriented work, including on the integration of vulnerable groups into the labour market. The work will involve a mix of data and policy analysis conducted in a dynamic, multicultural environment by teams of highly qualified and experienced economists. The selected candidate(s) will work under the supervision of senior economists leading the work.

Job Description

The successful candidates will be expected to contribute to one or several of the following workstreams:

  • Labour market and social inequalities and the integration of vulnerable groups. This stream of work provides analysis of recent and longer-term trends in the inequality of labour market outcomes, incomes, and social mobility, with a particular focus on disadvantaged groups. This work increasingly exploits the growing availability of national administrative microdata and different forms of web‑sourced “big data” for cross‑country analysis.  
  • Research and policy analysis using linked employer-employee data (LinkEED 2.0). This workstream mobilises linked employer-employee data to develop new insights in the role of policies in promoting inclusive and resilient labour markets. In this context, the OECD is looking at various issues including job displacement in the green transition, the role of job mobility for firms and workers, the integration of migrants and gender wage gaps within firms.
  • Working-age benefits and social protection. This workstream provides empirically founded advice to support countries in identifying and addressing the challenges facing their social protection systems. The work relies on national administrative microdata and draws also on international survey data and the OECD Tax-Benefit model to support international comparisons and model hypothetical benefit change.
  • Green transition and employment policies. This activity consists of undertaking research on the impact of the green transition on OECD labour markets, including job quality, and help countries in designing/refining mechanisms for monitoring the implementation of the green transition plans and in evaluating selected measures of the recovery plans. The activity consists of a combination of analytical and policy-oriented work both in a cross-country comparative setting and in the form of country reviews.

Main responsibilities

Research and analysis

  • Identify and analyse policy-relevant issues in the topic-relevant work area.
  • Draft reports and publications in collaboration with colleagues and external experts.
  • Prepare policy briefs and presentations to summarise research and reports for non-technical audiences.
  • Undertake analysis of micro-data, including from national labour force surveys, household surveys, and administrative data, including linked employer-employee data.
  • Participate in the general work of the Directorate, including drafting of briefing material and speeches for senior OECD officials, reviewing, and drafting analytical and policy documents as well as contributing to horizontal and intra-directorate projects as appropriate.
  • Supervise the work of statisticians and manage external consultants, where necessary.

Liaison and outreach

  • Represent the OECD in external seminars and conferences and deliver presentations.
  • Develop and maintain strategic working relations with senior officials in member country administrations and other international organisations, as well as with academics.
  • Organise fact-finding missions (virtual and in person) and workshops and participate actively in missions to member and non-member countries, as required.
  • Keep abreast of relevant economic policy developments in selected member and non-member countries.
  • Keep abreast of developments in the relevant academic literature.

Qualifications

Ideal Candidate Profile

Academic Background

  • A graduate degree in labour economics or a different relevant field of study, with a strong foundation in quantitative analysis and statistics. A PhD is considered an advantage.

Professional Background

  • A minimum of three years’ experience of applied research and policy analysis in the area of labour economics, acquired in a national administration, international organisation, university or research centre. A PhD is counted towards these three years.
  • Strong knowledge of quantitative analysis and statistics, with experience in analysing large-scale data. Prior experience with the use of administrative data, including linked employer-employee data, is an advantage.
  • Ability to formulate clear policy recommendations based on solid analytical work.
  • Ability to explain policy and economic issues to experts and lay audiences.

Tools

  • Excellent knowledge and experience in the use of statistical/econometric software (e.g., STATA, R and Python).

Additional Information

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection process

For retained candidates, written tests are tentatively planned in the third week of June 2024 and  panel interviews in the first week of July 2024.
