This is a temporary assignment with a duration of 5 months.

Introduction

 

The position is located in the Inclusive Labour Markets, Labour Relations and Working Conditions Branch (INWORK), within the Conditions of Work and Equality Department (WORKQUALITY). 

The INWORK Branch aims to improve the working conditions and protection of workers through effective policies while contributing to achieving an inclusive labour market which provides access to quality employment for all. Supporting the development of sound labour relations is the cornerstone of the strategy to realize such outcomes and to ensure a just share of the fruits of progress for all. In addition to labour relations and collective bargaining, the Branch is in charge of wages and income; working time and work organization; contractual arrangements, employment protection (economic dimension), digital platforms and data privacy. 

As its March 2023 session the Governing Body decided that the item placed on the agenda of the 113th Session (June 2025) of the International Labour Conference on decent work in the platform economy will be devoted to standard-setting with a double-discussion procedure. 

The Junior Legal Research Officer will have a special focus on supporting the standard-setting process and work closely with the Legal Specialist but under the supervision of the Senior Specialist of the Labour Market Institutions and Performance group (LMI&P) of the INWORK Branch. 

Description of Duties

  • Contribute to the processing and analysis of Government, employer and worker replies to a questionnaire appended to a report on Realising Decent Work in the Platform Economy as part of the standard setting process. This will include reviewing responses to the questionnaire, entering information into the ILO database, identifying any legal issues arising and working closely with the Legal Specialist to finalise records of replies.
  • Carry out specific research and information gathering including, but not limited to preparing summaries of key legal and other developments relating to the platform economy and other research as requested by the team.
  • Maintain the team’s research repository on the Platform Economy as well as maintaining a watching brief of new developments in the wider subject area. The incumbent will be expected to prepare or contribute to short briefing notes on news relating to policies, legislation or case law in the platform economy as and when required.
  • Perform other relevant duties as assigned by the Senior Specialist (Labour Market Institutions) and the Head Branch as required.

Required qualifications

Education

 

First level university degree (Bachelor’s or equivalent) in law. 

Experience

 

Relevant experience would be an advantage. 

Languages

 

Excellent command of one working language of the ILO. A good working knowledge of another working language would be an advantage.

Competencies

 

The candidate is expected to demonstrate ILO competencies, in particular: 

  • Ability to analyse aspects of legal issues, draft clear and concise written analysis, and take initiative to keep up-to-date with new developments in the area of the Platform Economy.
  • Ability to act with tact and discretion. Ability to work to deadlines.
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
