High costs and poor coverage for mobile and internet services disproportionately impact vulnerable populations. At Innovation, Science and Economic Development Canada (ISED), the Telecommunications and Internet Policy Branch (TIPB) advises the Minister of Innovation, Science and Industry on options to facilitate competition in Canada’s mobile and internet industries so Canadians can have secure, affordable access to high-quality services no matter where they live. Globally, our Branch also advances Canada’s positions on topics such as internet governance so all Canadians can access an open and inclusive internet that fosters innovation and transparency.

We are seeking up to 6 students to conduct strategic research and policy analysis. These positions are full-time, for work terms of either 4 or 8 months, beginning in May 2024. They are available under the following work streams:

Stream A – Mobile and internet competition and connectivity: seeking up to 4 candidates to support with research and industry analysis on the impact of advancements in technology, changes in market conditions, economic reports, stakeholder positions, and new regulatory decisions. This work will further support the social and economic objectives of Canada’s telecommunication policy, to facilitate telecommunications markets where mobile and internet services are competitive, innovative, affordable, and widely available.

Stream B – International telecommunications, internet and cyber policy: seeking up to 2 candidates to support stakeholder engagement with international telecommunication and internet organizations. The successful candidates will also assist with research and analysis of global trends related to internet policy and industry aspects of cybersecurity policy.

Essential qualifications:
• Excellent analytical, research and writing skills
• Excellent communication and time-management skills
• Ability to work independently and as part of a team
• Ability to analyze data and to identify trends and issues
• Knowledge of economic theory and principles
• Pursuing full-time studies in graduate program or an undergraduate program in year 3 or 4
