The World Bank’s Planet Vice Presidency helps countries tackle their most complex challenges in the areas of Agriculture and Food; Climate Change; Environment; Social Development; and Water.

The Planet Vice Presidency hosts an Office of the Chief Economist (GSSCE). The major functions of this Office are to support knowledge intensive activities in the Planet Vice Presidency, undertake research, promote collaboration and to liaise with the academic community. It seeks to empower teams with knowledge and information to deliver the best global advice to client countries. The Office aims to serve as a small think-tank for the Vice Presidency to ensure that investment and advisory decisions are informed by the latest rigorous evidence. The work program contains three interrelated pillars: knowledge creation and dissemination; building and maintaining capacity of staff within the Vice Presidency; and support customized needs of the Vice Presidency. To deliver on its wide mandate the Office is seeking to hire a Senior Economist with outstanding analytical and communication skills.

The Korea Green Growth Trust Fund (KGGTF), housed within the Planet Vice Presidency Chief Economist Office, is a partnership between the World Bank Group (WBG) and the Republic of Korea, established in 2013 to support client countries in transitioning to a green development path. The primary goal of the KGGTF is to scale up and strengthen the WBG’s global green growth portfolio by leveraging Korea’s expertise and resources to assist client countries. This includes fostering sustainable development in developing countries through practical knowledge sharing, building a robust knowledge base, and enhancing capacity to implement green growth investments effectively.

Roles and Responsibilities:

The position of Program Officer for the Korea Green Growth Trust Fund (KGGTF) is responsible for a wide array of activities related to KGGTF operations. The selected candidate will be assigned responsibility for a range of support operations, including but not limited to the following:

• Carry out technical and financial monitoring throughout the implementation of KGGTF grant activities.

• Carry out implementation reviews and Annual Progress Reviews (APR) for individual KGGTF grant projects, assessing progress on key project outputs, outcomes, and KPIs, and resolving outstanding issues.

• Document Annual Progress Reviews (APR) and manage grant activity reporting, including the collection and review of reports and outputs.

• Carry out the application and review process for the annual Call for Proposals.

• Provide technical and financial feedback on KGGTF proposals and assist World Bank teams and clients during the proposal assessment phase.

• Provide hands-on support to KGGTF grant teams during grant implementation and help build external partnerships.

• Maintain strong relationships with the donor, ensuring alignment and clear communication regarding the KGGTF work program, results, and strategic issues.

• Support Trust Fund (TF) program reviews to identify and promote best practices and lessons learned.

• Support knowledge dissemination events and exchanges (both online and offline) to share insights and best practices.

• Participate in missions, meetings, and discussions related to green growth, providing technical input and guidance on appropriate scope, technology, costs, and more.

Selection Criteria

• A minimum of a Master’s degree in infrastructure, economics, finance, business administration, or other development fields

• At least 5 years of relevant experience or an equivalent combination of education and experience.

• A good understanding of Planet, Infrastructure, and Digital Transformation Vice Presidency work programs in the World Bank.

• Good knowledge and understanding of WBG operational processes and procedures in areas of project preparation, appraisal, implementation, and the ability to participate in all stages of the project cycle, would be an advantage.

• Proficiency in English and Korean (both verbal and written) is required, including the ability to draft correspondence and edit materials professionally.

• Proven capacity to work independently and effectively on a variety of tasks, able to adjust to shifting priorities and achieve results within agreed objectives.

• Strong interpersonal communication skills.

• Ability to follow through on team priorities with minimum supervision.

• Proficiency in standard IT office applications (MS Word, Excel, and PowerPoint).

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2-year term appointment.
