UNICEF is the UN agency with the greatest capillarity in Brazil with a total of 9 field offices with longstanding partnerships with over 1,924 municipalities in the Amazon region. UNICEF Office in Roraima has been positioned for humanitarian action and leading the field’s migration response.
The offices in Manaus and Belém lead other emergency responses in the Amazon region. UNICEF is well positioned to provide timely and context-specific program and humanitarian support in vulnerable geographical areas, including remote locations. In Roraima, Brazil´s most Indigenous state, UNICEF has been leading the process of involving and strengthening local Indigenous organizations to cope and integrate Indigenous migrants and refugees and working on the humanitarian development nexus. UNICEF has supported the participatory process led by the indigenous organizations to develop of Governance Plan for the Indigenous territories of São Marcos and Surumú, directly affected by the migration flow. Emergency response and recovery hav been provided for droughts and floods, including in the southern region.
Working closely with host communities, local organizations, and key stakeholders has been a priority for UNICEF to strengthen public policies and prepare for emergencies. UNICEF participates in the Response for Venezuelans (R4V) platform and is part of Information Management (IM) working groups at the local and national levels. A Humanitarian Performance Monitoring System has been developed and dashboards produced to follow main indicators. Periodic situation analysis supports decision making and the planning process. Knowledge has been generated on the characteristics of the population in need and monthly migration trends in the last 4 years of the humanitarian response. The consultant will also count on Community mobilizers as part of the Community Mobilisation with Adolescent Participation Strategy (CMAPS) for data on affected communities in Roraima. As the strategy will be under evaluation the consultant is expected to understand the evaluation findings as well as providing crucial data for the evaluators.
SCOPE OF WORK
The Knowledge and Information Management (KIM) consultant reports to the Emergency Manager and has a direct link with the Emergency Technical Team (ETT), receiving technical guidance from the Humanitarian Affairs Officer and support from the Research, Monitoring, and Evaluation team in Brasília.
The KIM consultant provides technical support in information management, data visualization and knowledge management for UNICEF to make evidence-based and strategic decisions. He/she works closely with other team members (national and local) and partners to capture, organize, share, and use knowledge for improved organizational performance towards development and humanitarian results for children.
In particular, the KIM is responsible for:

one to Brasília and two to Boa Vista, including Pacaraima, to give capacity building sessions on the tools developed and give support on CMAPS Evaluation.

TRAVEL PLAN
Three travels are expected to happen: one week to Brasília and two sets of one week to Boa Vista, including a visit to Pacaraima, to be part of meetings, give support to CMAPS evaluation and give capacity building sessions on the tools developed.
MINIMUM QUALIFICATIONS REQUIREMENT
LANGUAGE PROFICIENCY
Fluency in Portuguese and English is required. Working knowledge of Spanish will be considered as an asset.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
