Organizational Setting
The International Plant Protection Convention (IPPC) is an international agreement on plant health with 185 contracting parties, which aims to protect the world’s cultivated and wild plants by preventing the introduction and spread of plant pests. The IPPC is a Convention approved by the FAO Conference in adherence with Article XIV of the Constitution of the Food and Agriculture Organization (FAO) of the United Nations. The IPPC Secretariat is hosted by FAO and is responsible to facilitate the implementation of the Convention, as well as the development and implementation of International Standards for Phytosanitary Measures (ISPMs) to fulfil the IPPC’s mandates. The IPPC is also the implementing organization of the International Day of Plant Health (IDPH) with FAO.
The post is located in the IPPC Secretariat within the Plant Production and Protection Division (NSP) at FAO headquarters in Rome, Italy.

Reporting Lines
The Knowledge Management Officer reports to the Agricultural Officer/Integration and Support Team Leader and overall to the IPPC Secretary, in close collaboration with IPPC Secretariat team leads and in liaison with the Digital FAO and Agro-informatics Division (CSI).

Technical Focus
The incumbent will be leading and providing innovative solutions for the development of the IPPC knowledge management technical requirements in order to improve their effectiveness while maintaining the IPPC tools and coordinating knowledge management activities across the IPPC Secretariat.

Key Results
Collection and analysis and dissemination of information to support programme projects, products and services.

Key Functions
• Collects and analyses relevant technical, social, economic, environmental, institutional and technology related information, to support the delivery of programme projects, products and services.
• Undertakes analysis, provides technical input for plans and reports and edits/revises technical/scientific documents.
• Participates in the development of improved work methods, tools and systems.
• Updates databases and web pages.
• Participates in multidisciplinary project/work teams.
• Collaborates in the development of training tools and materials and the organization of workshops/seminars, etc.
• Participates in the Organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners.
• Drafts, edits and makes available on the internet promotional videos and webcasts and assists with documenting international events, including by providing photos coverage and using other social media tools.
• Drafts project publications, posters, brochures and other printed material to enhance the visibility and outreach of key departmental products.
• Performs other duties.

Specific Functions
• Analyses and reviews technical issues related to the IPPC knowledge management requirements and tools, identifies challenges and opportunities and provides solutions to improve the overall effectiveness of knowledge management.
• Manages and maintains the IPPC knowledge management system, including the IPPC web portal (IPP).
• Identifies and implements user requirements to improve the tools and content of the IPPC knowledge management systems.
• Maintains the phytosanitary system component pages, the phytosanitary resources page, the IPPC registration system and participants’ database, publications page, List of Topics, e-learning tools and other IPPC online tools and systems.
• Oversees technical aspects regarding the use of the Phytosanitary Capacity Evaluation (PCE) tool and suggests improvements based on users’ feedback.
• Contributes to the process of analysis and monitoring of the data from national reports to provide solutions for integration with other related Regional Plant Protection Organizations.
• Collects and compiles data to produce statistics based on National Reporting Obligations (NRO), news and users’ statistics on the use of the IPPC knowledge base.
• Provides technical support to the NRO programme.
• Posts online content, including news, announcements, calls and others as necessary.
• Contributes to the IPPC work programme as required in support of the programme delivery.
• Performs any other duty as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in public relations, communication, social science, journalism, political science or a related field.
• Three years of relevant experience in communication, graphic design for the preparation of technical publications, posters, user interfaces and other visual materials and the production of high resolution videos for international events.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions, is desirable.
